KLEINFELDER <br /> 1 INTRODUCTION <br /> 1.1 GENERAL <br /> This document describes the revised construction quality assurance and quality control <br /> (QA/QC) procedures developed by Kleinfelder Inc. for the final soil cover of the Harney <br /> Landfill in San Joaquin County, California. The landfill is a Class III Sanitary Landfill owned <br /> by San Joaquin County and operated under Solid Waste Facilities permit No. 39-AA-003 and <br /> Waste Discharge Requirement Order Number 87-088. <br /> Kleinfelder was retained by the San Joaquin County Department of Public Works (SJDPW) to <br /> prepare this revised Construction Quality Assurance (CQA) Plan to comply with requirements <br /> of Title 14, Chapter 3, Article 7.8, Section 17774, California Code of Regulations (Title 14 <br /> Section 17774). The revised CQA Plan is meant to supplement the Final Closure and <br /> Postclosure Maintenance Plan, revised for resubmittal May, 1994 by the SJDPW (hereinafter <br /> referred to as "Closure Plan"). <br /> The revised CQA plan is in response to a request by the CVRWQCB. Between the time the <br /> original CQA plan was issued (December 5, 1991) to the present, a number of modifications <br /> to the original CQA plan have occurred. A test pad was,constructed and tested, an assessment <br /> of sideslope infiltration was performed, and construction and testing procedures have slightly <br /> changed. The revised CQA plan reflects these changes. <br /> 1.2 PURPOSE <br /> The purpose of this revised QA/QC plan is to set forth the means by which verification of <br /> construction quality will be determined, and to provide a construction guide to all parties. <br /> This plan also sets forth the criteria for handling any required construction variances, and for <br /> rectifying any observed construction deficiencies. <br /> The QA/QC plan has been prepared to meet the following objectives: <br /> 1. Define the responsibilities, activities authorities and required qualifications of <br /> the project personnel. <br /> 2. With respect to sampling set forth: <br /> i. The sampling procedures <br /> ii. The frequency of sampling <br /> iii. The pattern of sampling <br /> iv. The material to be sampled <br /> V.
