Set forth the forms and other documentation required, and the method of <br /> keeping, maintaining and distributing records so that successful progress of the <br /> project can be demonstrated. <br /> 1.3 BACKGROUND <br /> The Harney Lane Sanitary Landfill, hereinafter "Landfill" is a Class III Sanitary Landfill <br /> owned by San Joaquin County and operated under Solid Waste Facilities permit No. <br /> 39-AA-003 and Waste discharge Requirement Order Number 87-088. <br /> The SJDPW submitted the Closure Plan to the California Integrated Waste Management Board <br /> (CIWMB) and received detailed review comments from the Local Enforcement Agency' <br /> (LEA), the Central Valley Regional Water Quality Control Board (RWQCB) and the CIWMB <br /> dated August 5, 1991. Among the comments by the agencies, the RWQCB recommended <br /> third parry Construction Quality Assurance (CQA) for construction of the final cover by the <br /> County. This CQA plan includes QA/QC monitoring by Kleinfelder as a third party for the <br /> final cover project.
