2.0 OPERATION AND MAINTENANCE F LFG CONTROL SYSTEM <br /> Operation, monitoring, and reporting of the LFGCS is in accordance with the <br /> applicable sections of Title 27 of the California Code of Regulations (CCR), <br /> SJVAPCD permit, the federal landfill New Source Performance Standards <br /> (NSPS), Emission Guidelines (EG), and National Emission Standards for <br /> Hazardous Air Pollutants (NESHAP), and other applicable rules or regulations. <br /> SWD has currently contracted a contactor to handle the operations and <br /> maintenance of HLSL's LFGCS. <br /> 2.1 MONITORING AND ADJUSTMENT <br /> SWD's contractor adjusts HLSL's LFGCS monthly to maintain methane content <br /> below five percent (5%) by volume at all perimeter LFG migration monitoring <br /> wells. Surface emissions are tested by the contractor semi-annually according to <br /> SJVAPCD rule 4642,(See Surface Emission Protocol). <br /> The following items are recorded during each monthly inspection of HLSL's <br /> LFGCS. <br /> Flare Station: <br /> 1. Inspection date, time, and name of monitoring personnel. <br /> 2. Meteorological conditions during inspection. <br /> 3. LFG flow rate of the LFG gas to the flare. <br /> 4. Methane, oxygen and carbon dioxide gas concentrations of the gas <br /> delivered to the flare. Concentration of these gases is measured with <br /> a hand-held monitoring device, GEM 2000 or equivalent. <br /> 5. Blower inlet/outlet pressure and temperatures. <br /> 6. Flare exit gas temperature. <br /> 7. LFGCCS blower hours. <br /> 8. Pilot light fuel tank levels. <br /> 9. Air compressor pressure. <br /> 10. Condensate injection system alarms. <br /> 11. Total condensate volume destroyed and tank level. <br /> 12. Calculation of Flare BTU loading rate in accordance with SJVAPCD <br /> permit. <br /> 13.
