2.0 OPERATION AND MAINTENANCE F LFG CONTROL SYSTEM
Operation, monitoring, and reporting of the LFGCS is in accordance with the
applicable sections of Title 27 of the California Code of Regulations (CCR),
SJVAPCD permit, the federal landfill New Source Performance Standards
(NSPS), Emission Guidelines (EG), and National Emission Standards for
Hazardous Air Pollutants (NESHAP), and other applicable rules or regulations.
SWD has currently contracted a contactor to handle the operations and
maintenance of HLSL's LFGCS.
2.1 MONITORING AND ADJUSTMENT
SWD's contractor adjusts HLSL's LFGCS monthly to maintain methane content
below five percent (5%) by volume at all perimeter LFG migration monitoring
wells. Surface emissions are tested by the contractor semi-annually according to
SJVAPCD rule 4642,(See Surface Emission Protocol).
The following items are recorded during each monthly inspection of HLSL's
LFGCS.
Flare Station:
1. Inspection date, time, and name of monitoring personnel.
2. Meteorological conditions during inspection.
3. LFG flow rate of the LFG gas to the flare.
4. Methane, oxygen and carbon dioxide gas concentrations of the gas
delivered to the flare. Concentration of these gases is measured with
a hand-held monitoring device, GEM 2000 or equivalent.
5. Blower inlet/outlet pressure and temperatures.
6. Flare exit gas temperature.
7. LFGCCS blower hours.
8. Pilot light fuel tank levels.
9. Air compressor pressure.
10. Condensate injection system alarms.
11. Total condensate volume destroyed and tank level.
12. Calculation of Flare BTU loading rate in accordance with SJVAPCD
permit.
13. Carbon monoxide concentration in collected LFG.
A copy of the current flare station inspection form used is attached.
Harney Lane Sanitary Landfill San Joaquin County
LFG O&M Plan C-3 Department Of Public Works
Solid Waste Division
