The <br />Work Plan presents procedures for repairing the eroded landfill cover, as required by Sections <br />C(4) and C(6) of Waste Discharger Requirements Order No. R5-2007-0084 (WDRs). <br />As presented in the Work Plan, the Discharger proposes to fill and compact the rills and gullies <br />and to re-hydroseed the main area of the cap in early October 2008. The Discharger included <br />a list of best management practices (BMPs) and information on how to construct the listed <br />BMPs. <br />Based on our review, staff finds the Work Plan incomplete. Please submit a revised Work <br />Plan by 14 April 2008. Please incorporate the following additional information into the revised <br />Work Plan: <br />1. The Discharger must provide procedures for pre -construction sampling and geotechnical <br />testing of import material, including the vegetative and low -hydraulic conductivity material. <br />2. The Discharger must provide procedures for a pre -construction inspection to document the <br />location, depth, and width of all rills and gullies. In addition, provide procedures to clearly <br />identify and document the location of any rills and gullies deeper than 12 -inches and/or <br />showing evidence of exposure of the low -hydraulic -conductivity layer (i.e., clay layer). <br />Document all information on a site map. Prior to any field work, provide a copy of the map <br />to the construction superintendent and to the Regional Water Board staff. <br />3. The Discharger must provide procedures to identify any settlement areas on the cap and <br />for the repair of those settlement areas. <br />4. The Discharger must provide procedures for repairing any exposed portions of the low - <br />hydraulic conductivity layer. <br />5. The Discharger must provide procedures for soil placement, including but not limited to <br />conditioning the soil for moisture content and for placing loose lifts into the rills and gullies. <br />Include the maximum depth of each loose lift. <br />California Environmental Protection Agency <br />0Recycled Paper <br />
