Odor Impact Minimization Plan <br />Linden, CA <br />Wind Velocity. <br />Historical wind data indicates prevailing winds from NNE at an average speed <br />of 8 mph. The most common seasonal variation is during the months of <br />APR. During these months row turning and water addition to green waste is <br />kept to the minimum. Rows will not be turned during days of heavy rain or <br />wit:d. <br />3. Complaint Response Protocol <br />In the event that a complaint is received, the operator will: <br />- Go to the location of the complaint to verify that the site is in indeed <br />responsible for the odor. <br />- Investigate the nature of the source of the odor complainant and <br />implement operational changes to minimize odors. <br />- If warrant meet with the LEA and complainant (if known and choosing to <br />participate) with a reasonable time frame to discuss the nature of the <br />source of the odor and operational changes proposed and/or <br />implemented. <br />- Document the complaint(s) in the Operators/Complaint log, including the <br />nature of the complaint and actions taken to minimize odors in the future. <br />10-7-T.Tm <br />0 0- N - T07i aWe a 9 see Igo <br />Management capauliny Ur materlais fowz <br />odors. <br />All Incoming raw materials should be unloaded, mixed, ground and formed <br />into windrows as soon as possible. <br />Aeration will be done using a Scarab. This machine drives over the formed <br />windrows and a long shaft with flights all around it spins and flips the <br />windrow as it's passing by. In the event that this machine brakes down, <br />loaders are available to flip the material at any time. <br />- Moisture plays an important role in composting. Best results are achieved <br />in composting when moisture is kept in the 40% — 60% range. This will be <br />accomplished by adding water with a water truck as necessary. <br />- Feed Stock is checked daily for contaminants, if contaminants are found <br />they are separated and send back to the supplier. Truck loads will be <br />rejected if found at any time with more than 3% by weight of foreign <br />material on a single load. <br />The Scotts company 7/21/2003 <br />
