4. The proposed use meets the minimum <br />requirements of this title applicable to the use <br />and complies with all other applicable laws, <br />ordinances and regulations of the City of Manteca <br />and the State of California. <br />S. The proposed use will not be materially <br />detrimental to the health., safety and welfare of <br />the public or to property and residents in the <br />vicinity. <br />2. All conditions of approval for UP -95-8 as <br />approved by the San Joaquin County Planning <br />Commission on August 17, 1995 shall be <br />incorporated by reference and become conditions <br />of City of Manteca -UPN -96-11 and SPC -96-5. <br />3. All state and local permits and approvals <br />required for the composting facilAty shall be <br />obtained and remain in.good standing. This shall <br />include but is not limited to, Solid Waste <br />Facilities permit., San Joaquin County Solid Waste <br />Task Force approval-, Regional Water Quality <br />Control Board approval, and SSJID approval.. <br />4. A six month review shall.be requ-ired to <br />determine whether all conditIc= of approval. have <br />Neen completed. The applicant shall submit <br />documentation prior to the six month period, <br />verifying that said conditions have been <br />completed. <br />E. Secure building permits from the City of <br />Manteca for the commercial coach and the <br />recreational vehicle. <br />4. All Fire Department conditions noted in their <br />memo of October 22., 1996. <br />5. Storm water runoff shall be retained on the <br />prcpertyat all times unless storm water drainage <br />system approved by the City and SSJID is provided. <br />
