Nilsen Farms <br /> Odor Impact Minimization Plan <br /> Introduction <br /> This Odor Impact Minimization Plan(OM)has been developed to provide <br /> guidance to on-site personnel in the handling, storage, and removal of compo le <br /> materials. This OHMP will be revised as necessary to reflect any changes in the <br /> design or operation. A copy of the revisions will be provided to the enforcement <br /> agency within 30 days of the changes. In addition, this ODAP will be reviewed <br /> annually to determine if any revisions are necessary. <br /> The composting at Nilsen Farms is a project designed to relieve the waste of the <br /> turkey and local dairy farms and generate a product which is marketable for resale. <br /> Turkey manure is generated from the ranches owned by Nilsen Farms and dairy <br /> manure is brought on-site and stored in designated areas until processed(i.e., <br /> screened and put into wind rows). <br /> I. Odor Monitoring Protocol <br /> A. Proximity of Odor Receptors <br /> The closest receptors will be personnel who will be on-site daily monitoring the <br /> status of the operation/facility. <br /> The closest off-site receptors(residential)are approximately'/4 mile southeast. <br /> Vineyards surround the site. These could also be sources of odor for local <br /> receptors if they happen to be spreading fertilizer or spraying the fields. <br /> B. Methodfor Assessing Odor Impacts <br /> Each day the operator will evaluate on-site odors and evaluate operations for <br /> potential release of objectionable odors. Best management practices and good <br /> housekeeping measures will be implemented to minimize the release of <br /> objectionable odors(e.g., clearing spilled materials between piles, eliminating <br /> areas where water could pond, load checking, and maintaining reasonably sized <br /> stockpiles of feedstock and chipped and ground material). <br /> If objectionable on-site odors are detected,the operator will implement the <br /> following protocol: <br /> 1. Investigate and determine the likely source of the odor. <br /> 2. Determine if on-site management practices could remedy the problem and <br /> immediately take steps to remedy the situation. Possible sources and likely <br /> management actions are shown in Table 1. <br /> 3. Determine whether or not the odor is traveling beyond the site by patrolling <br /> the site perimeter and noting existing wind patterns. <br />
