8. The applicant shall be responsible for initiating the abandonment of portions of Pershin <br />Avenue, Faye Street and Temple Street. Further, the applicant shall be responsible for th <br />necessary dedication and improvements to Pershing Avenue, Faye Street and Temple Stre <br />I <br />to provide: 1) a knuckle at Temple and Faye Streets and, 2) a cul-de-sac at each southerl <br />termini of Temple Street and Pershing Avenue. I <br />9. The applicant shall be responsible for their proportionate share of the design and <br />construction costs for traffic signal improvements at the Charter Way/Stockton Street <br />intersection. <br />10. The applicant shall require all Stockton Scavengers drivers and employees (and encourage <br />all other drivers using the subject site) destined for Charter Way to use the signalized Fresno <br />Avenue/CharterWay intersection, ratherthan the unsignalized Stockton Street/Charter Way <br />intersection. <br />11. All driveways shall conform to City Standard Drawing No. 38. Further, driveway locations on <br />Pershing Avenue shall be approved by the Public Works Director. <br />12. The applicant shall ensure all io-s have legal access, including, but not limited to, the <br />southerly lots on Temple Street. <br />13. The applicant shall provide legal access to APN 163-230-01 along with reciprocal private <br />storm drainage easements or merge with APN's 163-230-47 and 163-230-04. <br />14. The hours of operation for the transfer station shall be no earlier than 4 a.m. or later than <br />5 p.m., Monday through Saturday. <br />15. On Sunday, the operation of the transfer station shall be limited to public self -haul loads <br />only. The hours of operation on Sunday shall not be earlier than 8 a.m. or later than 4 p.m. <br />16. The owners and/or successors -in -interest shall comply with the following requirements of <br />the Stockton Scavengers Odor, Litter, and Vector Prevention and Management Protocol: <br />a. An eight -foot high masonry wall shall be installed and maintained along the east, <br />north and south property lines in orderto provide a buffer for the existing commercial <br />and industrial uses. An eleven and one-half foot masonry wall shall be maintained <br />along the western property line to buffer residential uses to the west. The noted <br />perimeter walls shall be painted with graffiti -resistant earth -tone color paint to match <br />throughout the site. Any • • the property shall be removed within 24 hours. <br />b. An on-going pest control service shall be implemented as of the effective date of the <br />Use Permit and shall consist of placement of bait stations/traps at 20 -foot intervals <br />around the active perimeter of the transfer station and at 40 -foot intervals around the <br />perimeter of the remaining areas.
