An odor neutralizing system such as "Odor Ace," shall be kept on hand with the <br />necessary water and equipment to apply to greenwaste and refuse. The deodorizer <br />shall be designed to mask odors such as could occur with greenwaste and refuse <br />and shall be used to mist the greenwaste piles and refuse within the transfer station <br />as needed. No greenwaste shall remain on site for more than 48 hours. If the City or <br />Enforcement Agency (EA) determine that nuisance odors from greenwaste require a <br />shortened time period, the time limitfor removal of greenwaste may be reduced from <br />48 hours to 24 hours or less, at the discretion of either the City or the EA. Any <br />chemicals used to neutralize odors shall be non-toxic and shall not be noxious or <br />offensive to persons residing or working in the vicinity of the recycling facility. <br />d. In order to ensure that recyclable materials will not be visible from the public right-of- <br />ways, no recyclable materials may be stacked higher than eight feet. <br />e. A litter/dust-netting barrier sl iall be installed above and connected to a three -sided, <br />eight -foot masonry wall to a height, length and width to accommodate the proper <br />loading and covering of greenwaste chipping equipment. These barriers shall be <br />periodically (at least weekly) washed down to remove accumulated dust and other <br />materials to prolong their effectiveness. The type and size of the litter/dust barrier <br />netting shall be subject to the approval of the Community Development Director, shall <br />be designed to effectively contain dust and litter on the site, and shall be maintained <br />by the property owner or successor -in -interest. <br />f. Transfer station employees shall routinely (two times per week or more often as <br />needed) inspectthe entire project site, perimeterwalls and surrounding access roads <br />to remove any .• litter. All Stockton Scavengers collection vehicles will be <br />covered and th- <br />• - <br />other waste -haulers to cover all loads delivered to the facility. The applicant will <br />provide funding for signage, to be installed by the City • Stockton, on access roads <br />leading to transfer station educating those using the facility to cover all loads priorto <br />the initiation • use. <br />9. A vegetative screen as part of a comprehensive landscaping pian shall be planted <br />adjacent to the exterior of the required solid masonry walls along Navy Drive and <br />Temple Streets. The landscaping plan/vegetative screen shall be submitted by the <br />owners and/or successors -in -interest to the Director of Community Development for <br />review and approval at least 60 days prior to initiation of use. The noted vegetative <br />screen/landscaping shall be installed prior to initiation of the expanded transfer <br />station use. <br />FEM14PROFAV <br />h.
