Ratto, Fire Chief <br />SUBJECT: <br />• LI It :.'...•°a...a�f•iiv�a•\1`�'®X!lGfa7Tf►���f�/�:��:�'�� <br />This memorandum is sent to you in response to Vice -Mayor Weaver's request at the August 14, <br />1995 City Council meeting. An inspection of Commercial Salvage Company was conducted <br />on August 23, 1995, to determine fire code violations after a fire on August 4, 1995. <br />The fire appeared to have started in the cardboard baling machine and spread to the cardboard <br />storage area. According to a neighboring business, storage problems existed as cardboard <br />containers were consistently stacked higher than the fence and would spill onto exterior <br />properties. A full cleanup was ongoing during the inspection and past storage problems are <br />being repeated. The cardboard storage was being stacked higher than the fence. <br />On the west side of the yard where piping is stored, seven barrels are unmarked and the <br />contents are unknown. These barrels require secondary containment. On the wash pad are <br />several containers of hydraulic fluid and light oil. Even though the wash pad has an oil water <br />separator, oil continues to overflow from the catch container onto the cement pad and into the <br />oil waste separator. The owner commented, he was not concerned because the oil water <br />separator caught the material. The baler is leaking hydraulic fluid into a can. The cardboard <br />may be contamination by this combustible liquid. There are three barrels inside the main shed; <br />the contents are unknown and the containers are not labeled. Storage areas shall be provided <br />with spill control, drainage control and secondary containment. Uniform Fire Code (UFC), <br />79.405. Individual containers, shall be conspicuously marked or labeled in accordance with <br />nationally recognized standards. UFC Sec 80-107 <br />Rubbish and cardboard waste are stored against the fence. Some materials have spilled over <br />the fence onto adjacent properties. The stacks are loose and limited to control. The product <br />is eventually baled and then stacked in another section of the yard. Occupancies exclusively <br />performing commercial rubbish handling or recycling shall maintain rubbish or product to be <br />processed or recycled as completely baled or stacked in an orderly manner in an approved <br />location. UFC Sec. 11.302c. <br />Rubbish and cardboard are stored against the fence on the west and north sides of the yard. <br />Bales are stored along the south side of the yard. Outside storage of combustible materials <br />shell not be located within 10 feet of e property line. UFC Sec. 1 1.303e. Storage in the open <br />shall not exceed 20 feet in height. UFC Sec. 11.303e2. <br />
