Permitting and Enf ement Committee Meeting Agenda Item 10
January 7, 1997 Page 3
In 1995 the facility accepted an average of 57 tons per day with
a peak daily loading of 250 tons . The facility is open to the
public from 7 a.m. to 3 p.m. , Monday-Friday. Facility operations
occur from 6 a.m. to 6 p.m. Monday-Friday.
In order to meet the growing demands of resource recovery, the
operator proposes to increase the permitted tonnage to 500 tons
per day. To manage the increased tonnage, the operator proposes
to expand the processing and storage area from 0 . 93 acres to 1 . 97
acres. The expansion of the processing area would first occur on
0 . 59 acres south of the existing processing area, and when
necessary, onto an adjacent 0 .45 acres .
A typical operation cycle for this facility begins with vehicles
being weighed at a scale and then directed to a designated
unloading area. Mixed loads are spread out on the tipping floor
and checked for recoverable materials and unacceptable wastes .
Recoverable materials are then loaded into a baler or onto a hand
sorting conveyor. Pre-sorted materials are either baled and
stacked or placed loose into metal containers until a market is
secured. Non-baled materials are typically shipped to market in
less than 48 hours . Incoming recyclable materials are stored for
less than 48 hours and usually processed within 24 hours of
receipt . Most of the materials, other than paper, are
transported to secondary material markets daily.
Non-recyclable materials are stored in 20 cubic yard metal
containers for no more than 48 hours before being transported to
the Forward Inc. Landfill . In 1995 non-recyclable materials
represented less than two percent of the entire tonnage handled
by the facility.
If the design capacity of the facility is reached, material will
be directed to the Forward Inc. Landfill before the safety of the
operation is compromised.
Environmental Controls
The Report of Station Information submitted for this facility
describes environmental control measures that will adequately
minimize the effects of dust, vectors, drainage, litter, noise,
odor, traffic, and prevent illegal hazardous waste disposal . If
operated according to these environmental controls, the facility
\J
