Independent Trucking Co. Inc. <br />Page 3 of 4 <br />14 CCR 17519 - Processing Operations <br />Waste processing activities were not conducted in an organized <br />manner. I observed excessive accumulation of broken glass along <br />the southern perimeter fence. Most of the broken glass was outside <br />the facility boundary. I also observed pieces of broken glass just <br />outside the eastern boundary which is used as a pubic walkway. <br />I'm also concerned with the way the operator is handling broken <br />glass inside the facility. There was no specific area for <br />processing this material. <br />14 CCR 17520 - Storage of Salvage <br />I observed excessive accumulation of cardboard and newspapers. The <br />glass container bin was full and overflowing. As a result, glass <br />were scattered behind the container bin which could create a safety <br />hazard to site personnel. The pile of baled cardboard appeared to <br />be unstable (approximately 15 feet) and posed a potential safety <br />hazard to site personnel. <br />14 CCR 17538 - Traffic Control <br />The vehicle traffic flow into and out of the station was heavy and <br />could cause safety problems for traffic on adjacent public streets. <br />Stacking of vehicles waiting to enter the station was observed on <br />public streets (Lincoln and Sonora streets). <br />I also observed a truckload of baled newspapers fall off a truck <br />on Sonora Street (facing the northetn entrance of the facility). <br />14 CCR 17557 - Station Maintenance Program <br />The Logeman baler broke down during this inspection. According to <br />Tony Palacio, Supervisor, the baler had been out of order for two <br />days prior to this inspection. As a result, continuous <br />accumulation of cardboard and newspapers occurred. The operator <br />must frequently monitor and promptly repair deteriorated or <br />defective conditions at all times. <br />14 CCR 17462 - Special Occurrences <br />A log book was available at the site. However, there were no <br />entrees made in the log book. Any unusual occurrences must be <br />entered in the log book (i.e: equipment breakdown, injury etc.) <br />Waste anagement-Specialist <br />
