The facility may operate 24 hours a day, seven days a week. <br />8. Within 24 months, the operator shall apply for a building permit to cover 60% <br />of the Lincoln Street site with structures and complete construction within 36 <br />months The remainder of the property shall be screened to a height of at least <br />20 feet and covered with mesh on the sides and the top. <br />9. The inbound single -stream receiving and processed paper storage areas shall <br />be covered with mesh screens. <br />10. The operator shall contract with a pest control company for ongoing pest <br />control services and provide evidence of this to the Community Development <br />Department. <br />11. The operator shall install a litter/dust barrier at least 20 feet tall around the <br />entire perimeter of the project site, with the exception of the gates. <br />12. The operator shall install perimeter landscaping in areas that are not covered <br />by existing concrete. <br />13. The operator shall immediately initiate a daily street sweeping program to <br />remove debris from the site and the area surrounding the site as follows: 1) <br />Church Street, adjacent to the property; 2) Lincoln Street, adjacent to the <br />property; 3) West Sonora Street, adiacent to the property; 4) South Harrison <br />Street, adjacent to the property; and 5) at other times, as warranted, in <br />response to complaints received by affected neighborhoods. <br />14. During regular business hours and upon complaints being received from <br />neighbors, the operator or appointee(s) shall conduct periodic inspections in <br />order to manually clean up any debris surrounding the facility. <br />15. There shall be a six-month, and one-year and continual annual reviews of this <br />Use Permit from the date of this amendment of the Use Permit application. <br />16. As part of the annual reviews the operator shall submit an annual report thirt <br />(30) days in advance of the scheduled review that includes the previous <br />twelve (12) month's reports from routine inspections conducted by the State <br />Integrated Waste Management Board on the facility and an outline of any <br />reported violations and corrective measures taken to remedy those violations. <br />The report shall also include any complaints received by the facility and <br />corrective measures taken on those complaints. <br />Page 2 of 3 <br />
