H. REGULATORY REQUIREMENTS <br /> A. PERMITS AND APPROVALS <br /> 1. San Joaquin County,Public Health Services,Environmental Health Division <br /> (EHD) <br /> The EHD is the Local Enforcement Agency (LEA) for the Project. The EHD <br /> requires that an application for permit revision (which must include a Report of <br /> Station Information (RSI)) be submitted for approval. The application must be <br /> processed and approved by the LEA, which includes LEA promulgation of permit <br /> conditions which will govern the Station. Final issuance of the permit must also <br /> include concurrence by the CIWMB. <br /> The normal schedule (per CIWMB June 1992 Permit Manual) for the permit review <br /> (assuming that the application and RSI are adequate) is shown in the following table. <br /> Table II.A.1 <br /> Solid Waste Facility Permit Schedule <br /> Total Days Activity <br /> 0 Proponent submits permit application <br /> 5 LEA accepts or reject the application (14 CCR 18203(c)) <br /> 12 LEA send application to CIWMB within 7 days of <br /> application acceptance (14 CCR 18203(e)) <br /> LEA has 55 days to prepare a proposed permit for <br /> 60 distribution to the CIWMB, the applicant and any person <br /> who has requested it in writing. <br /> 120 CIWMB accepts or rejects permit within 60 days after <br /> receipt from LEA (PRC 44009). <br /> The approval process requires that the following permit approvals, if required, are <br /> obtained prior to approval of the Solid Waste Facility Permit. <br /> • Local Land Use/Planning Permits <br /> • Certified Environmental Review Reports (Notice of Determination under <br /> CEQA) <br /> • Waste Discharge Requirements (RWQCB) <br /> • General Industrial Storm Water Discharge Permit (RWQCB) <br /> • Air Quality Management/Air Pollution Control District Permits <br /> • Wetlands Permit (Army Corps of Engineers) <br /> • Department of Toxic Substances Control Permit (if the site will handle <br /> hazardous wastes) <br /> 07549001.012 14 September 23,1993 <br />
