• Documentation that the facility is consistent with the General Plan <br /> • A finding that the facility conforms to the last approved version of the <br /> CoS (Assume that conformance with Section 5000 not needed because <br /> no significant increase in the waste stream over existing conditions). <br /> • A finding that the facility is identified in the CoSWMP (prior to 12/31/89) <br /> 2. California Integrated Waste Management Board (C ) <br /> As indicated above, the CIWMB will review the proposed revised Solid Waste <br /> Facilities Permit generated by the LEA, based on this updated RSI. The evaluation <br /> will follow the process and include the review of the various required approvals <br /> identified in the previous section. <br /> The CIWMB evaluation of the permit application will also include an evaluation to <br /> determine if the proposed project is consistent with the waste diversion goals of the <br /> State (This evaluation will be performed by the local planning division of the <br /> CIWMB). The Project and RSI willbe reviewed to determine that the project meets <br /> current state standards. If these conditions are not met, the CIWMB may deny the <br /> permit. <br /> 3. California Regional Water Quality Control Board (RWQCB) <br /> The RWQCB requires Waste Discharge Requirements (WDRs) for all new landfills <br /> as well as for other solid waste facilities that have the potential to discharge waste to <br /> waters of the State. At this time, the RWQCB has decided not to require WDRs for <br /> the Station. <br /> The County will consult with the RWQCB to determine if industrial stormwater <br /> discharge permits may be required for the project. <br /> If a Nationwide 26 Permit is required from the Army Corps of Engineers for the <br /> filling of the stormwater pond, the RWQCB will need to certify that the project is <br /> free, clear and done to the Corps. This review and certification from the RWQCB <br /> is estimated to cost approximately 250.00(Tom Cavanaugh, Project Manager, Army <br /> Corps, June, 1993). <br /> 4. San Joaquin Valley Unified Air Pollution Control District <br /> In a letter dated April 19, 1993 the District (Mr. David W. Kwong, Environmental <br /> Planner) stated that the rules and regulations of the New Source Review Rule will <br /> apply to certain commercial and industrial sources if sited within the District. The <br /> specific processes/equipment to be used at the transfer station which the District has <br /> determined will require an Authority to Construct and Permit to Operate is the <br /> emergency stand-by diesel-fueled generator (because it is proposed to be over 50 hp). <br /> 07549001.012 15 September 23,1993 <br />
