under the Corps Number 26 Permit and a certificate of appropriate closure by the <br /> RWQCB will be all that is required. However, if the pond was dug in an existing <br /> waterway (similar to farm stockponds), exhibits wetland vegetation or multiple uses, <br /> the County may be required to complete an assessment of the wetland area for <br /> endangered species and historical artifacts or simple closure may not be allowed <br /> (Tom Cavanaugh, Project Manager, Army Corps, June 1993). If an assessment is <br /> required, it is intended to ensure that the removal of the wetland area does not result <br /> in the elimination of any endangered species or the removal of any historical artifacts. <br /> The Corps recommends that a letter detailing the location, age, size and historical use <br /> of the pond along with photographs be submitted to the Corps as soon as possible <br /> for the determination of the permitting requirements. The Corps will respond with <br /> the appropriate forms and instructions based on the information provided. <br /> 8. Manteca-Lathrop Fire District (MLF'D) <br /> The project site is located within the fire protection service area of the Manteca- <br /> Lathrop Fire District. The nearest fire station to the project site is Station 31, <br /> located at 800 East J Street in Lathrop, California. This station is manned full time, <br /> but only has the capability of a single engine emergency response (Reference: Draft <br /> Environmental Impact Report on the Lovelace Transfer Station Renovation and <br /> Expansion Project. April, 1993. SCH # 92092072). <br /> The Fire District has reviewed the preliminary site plans for the proposed project and <br /> has indicated the project will require a permit. The design criteria and features that <br /> the District will require are identified below in - Section B. Design Requirements. <br /> Final District approval documents are anticipated to be obtained in late 1993. A <br /> copy of the MLFD approval of the project final design plans will be sent to the EHD. <br /> B. DESIGN REQUIREMENTS <br /> 1. LEA and California Integrated Waste Management Board <br /> As indicated above, the LEA will review and concur with the project. The LEA will <br /> issue the revised Solid Waste Facility Permit, which will also be concurred with by the <br /> CIWMB. The authority is contained in Title 14, CCR. Title 14, Article 6 contains <br /> sections regarding design of solid waste transfer stations which apply to the Station. <br /> These requirements were used as a basis for design of the project as contained in this <br /> RSI. <br /> The following description is a synopsis of selected section requirements from Title 14 <br /> as well as specific design requirement identified by either the LEA or the CIWMB <br /> during the review of the EIR or the design plans. <br /> 07549001.012 17 September 23,1993 <br />
