3. San Joaquin Valley Unified Pollution Control District (APCD) <br /> Operational requirements will be contained in permits to be issued in the future by <br /> the APCD. These permits will be required prior to construction and may include <br /> permits governing emissions from the diesel backup generator. (See Appendix A for <br /> County and APCD correspondence). <br /> III. OPERATIONS PLAN <br /> A. FACELITYDESIGN <br /> 1. Design Plans <br /> a/b. Site and Building Plans <br /> Drawing RSI-2 shows buildings and other structures for the proposed Project as <br /> described below. <br /> (1) Tipping Areas and buildings: <br /> Transfer Building Floor Plans d Elevations <br /> Transfer Building Floor Plans and Elevations are shown on Drawings RSI-3 <br /> and RSI-4, respectively. The Transfer Building will be a single large structure <br /> of steel frame construction with metal siding and reinforced concrete <br /> foundations. It covers approximately 120,000 square feet, rising approximately <br /> 50 feet above the Tipping/sorting floor at its highest point. There are <br /> separate Non-Automated Disposal and Automated Disposal Areas. These <br /> areas are within the transfer building on the west and east sides of the <br /> Tipping/Sorting Floor, respectively. The Non-Automated Disposal area is four <br /> feet above the elevation of the Tipping/Sorting Floor. The Automated <br /> Disposal area is eight feet above the elevation of the Tipping/Sorting Floor. <br /> Elevations of floors within the Transfer Building are shown on Drawing RSI-3 <br /> and RSI-4. <br /> Following is a general list of architectural design features of the Transfer <br /> Building: <br /> • Eye wash/shower Station <br /> • Walls and roof of structure will be uninsulated metal panel designed <br /> to provide a watertight assembly. <br /> • Four telephones <br /> • Minimum 26 feet clear height to structure or obstruction in Automated <br /> Disposal unloading area. Minimum 18 feet clear height to structure or <br /> obstruction in Non-Automated Disposal unloading area. <br /> • Column free interior tipping/sorting floor. <br /> • Bi-level floor with tipping activities on upper level and transfer vehicle <br /> 07549001.012 20 September 23,1993 <br />
