Recyclable materials which will be removed from the Tipping/Sorting Floor will be <br /> deposited in roll off bins. When full,the 40 CY bins will be moved from the "Z wall" <br /> at the south end of the tipping/sorting floor and staged in the Recycling Storage Area <br /> for removal off-site. The County will provide trucks and drivers for staging and <br /> limited removal of full bins. Private recycling companies will haul a portion of the <br /> recovered materials. <br /> The amount of recyclable materials recovered will determine the need for frequency <br /> of removal. Projections for recycling under the proposed hand and loader sorting on <br /> the tipping floor will depend upon the composition of the waste stream and the <br /> efficiency of sorting. As discussed previously, the lower range of diversion rates (5% <br /> to 15%) are expected to be potentially achieved during initial operations after the <br /> Station expansion project is completed anticipated to be in 1995. It is unknown what <br /> exact diversion will be realized, however, this range is anticipated from the hand <br /> sorting proposed. This range can be increased to 25% initially if manpower and <br /> equipment are added. In the future, if mechanized equipment and additional labor <br /> is added, the diversion rates could be significantly higher. <br /> Appendix B contains a series of Tables III.C.3.a. titled for various anous hypothetical <br /> diversion percentages for the Station. The lowest is 5% and the highest is 50%. <br /> Under the 5% to 15% diversion range for the year 1995,6 to 19 trips are anticipated <br /> daily for removal of recyclable bins. If future diversion ranged as high as 50% of <br /> Station volumes, the number of trips per day would be approximately 87 in the year <br /> 2010 (assuming bins averaging 35 CY and 250 lbs/CY waste density). The estimated <br /> number of trips for Station waste stream diversion rates, under "high"Station waste <br /> projections, are shown on note number 4 on each of Tables III.C.3.a.,in Appendix <br /> B. <br /> It should be noted that these are preliminary estimates based on estimated Station <br /> waste quantities and assumed recovery percentages initially using limited hand and <br /> waste loader sorting on the tipping floor. Diversion could be increased by <br /> mechanization in the future or by increasing the number of sorters. The level of <br /> increase would depend on the type of system which could be chosen by the County <br /> in the future. <br /> The County proposes to use County drivers to deliver some of the recovered <br /> materials to off-site recycling facilities. Assuming that the average round trip to the <br /> recycling facility is 1-1/2 hours, 2 drivers could make roughly 10 trips per day. The <br /> County driver staff will be supplemented by off-site drivers from local recycling or <br /> recovery companies. Staging of bins for off-site removal is provided by 12 stalls in <br /> the Recycling Storage Area as shown on Drawing RSI-6. In addition, the Recycling <br /> Drop-off area has storage space available for contingency. <br /> (2) Removal of Non-recoverable Residuals <br /> The removal methods and frequencies for residuals is daily as described previously. <br /> Removal will be by transfer truck to a disposal facility.
