BACKGROUND: <br /> The Lovelace Transfer Station is a large volume materials recovery and transfer/processing facility located in the <br /> unincorporated area of San Joaquin County north of the City of Manteca. The facility began operating in the 1960's as <br /> a privately owned and operated transfer facility that consisted of an open area for dumping and transferring of solid <br /> waste. During the late 1970's,the County of San Joaquin acquired ownership and became operator of the facility. In <br /> 1994,the facility expanded with the construction of a 120,000 square foot metal building and added areas for <br /> processing recyclable materials. <br /> The facility serves as one of the primary transfer stations for the southern San Joaquin County area. The facility <br /> receives mixed municipal waste,commercial,industrial,green/wood waste,and construction/demolition waste. <br /> B. VIOLATIONS: <br /> The inspection identified no violations of Public Resources Code,Division 30,Part 4,Chapter 3,Article d. <br /> The inspection identified the following four violations of the California Code of Regulations,Title 14,Division 7, <br /> Chapter 3: <br /> 1. Section 17410.1—Solid Waste Removal. This section requires,in part,that all facilities shall remove solid waste <br /> accepted at the site within 48 hours from the time of receipt in order to prevent the propagation or attraction of <br /> flies,rodents or other vectors. <br /> During the inspection it was observed that per the size and age of the solid waste on the tipping floor the waste was <br /> not being removed within 48 hours of receipt(see Figure 1). <br /> Supervisor Page 1 of 4 Inspector <br />
