Extremely large waste pile on tipping floor. <br /> It was also observed that the majority of the waste being transferred out of the facility was the waste received <br /> during the inspection. <br /> The local enforcement agency should direct the operator to remove all waste within 48 hours in order to prevent the <br /> propagation or attraction of flies,rodents or other vectors. <br /> 2. Section 17407.4—Dust Control. This section requires,in part,that the operator take adequate measures to <br /> minimize the creation,emission,or accumulation of excessive dust and particulates,and prevent other safety <br /> hazards to the public caused by obscured visibility. <br /> During the inspection excessive dusty conditions were observed in the transfer station and there was a significant <br /> accumulation of dust on the ground. The water mister were working at the time of the inspection,however,they <br /> appeared inadequate to control the amount of dust generated. <br /> It is recommended that the local enforcement agency require the operator install additional dust control measures at <br /> the facility. <br /> 3. Section 17410.4—Vector,Bird and Animal Control. This section requires in part that the operator shall take <br /> adequate steps to control or prevent the propagation,harborage and attraction of flies,rodents,or other vectors,and <br /> animals,and to minimize bird attraction. <br /> During the inspection it was observed that no rodent control measures were present at the facility. <br /> It is recommended that the local enforcement agency require the operator to provide rodent adequate rodent control <br /> measures at the facility. <br /> 4. Section 17408.7—Personnel Health and Safety. This section requires,in part,that an Injury,Illness,and <br /> Prevention Program shall be available for review by local and state inspectors during normal business hours. <br /> According to the manager of the facility,heavy machinery operators are required to blow their horn when <br /> removing sorted waste from,and traversing,the public side of the facility,and facility personnel on the tipping <br /> floor are required to maintain a safe distance from the heavy machinery according to written operating practices. <br /> Page 2 of 4Inspector <br />
