EXECUTIVE SUMMARY PROPOSED OS FACILITY MODIFICATIONS Proposed changes to the site plan considered in the 1989 EIR include the following: ® Revised layout of transfer and materials recovery areas(see Figure II-2 in Chapter II). • Construction of an approximately 27,000 square-foot metal building to enclose the tipping floor and materials recovery sort line. ® Expansion of the width of the tipping area from approximately 100 feet to 150 feet(including both non-processable and processable areas). • Removal of existing maintenance and equipment storage buildings from the proposed inbound scale south. • Inclusion as part of the site the container storage yard west of Pershing Avenue and the area north of the Trinity Community Church (between the existing parking lot and Pershing Avenue). The container yard would be resurfaced with an all-weather surface; its use would remain the same. • Abandonment by the City of portions of Pershing Avenue,Faye Street, and Temple Street, and dedication of rights-of-way by the applicant to the City to accommodate creation of two cul-de-sacs—one on Temple Street and one on Pershing—and a knuckle at the intersection of Temple and Faye Streets. • Frontage improvements along Navy Drive, Pershing Avenue and Temple Street. • Construction of a 6-foot solid masonry fence along the western boundary of the project site. • Addition of a green waste pad and tub grinder east of the proposed transfer area. EQUIPMENT The following equipment would be used at the project site: • 1 Tub Grinder • 1 Caterpillar 950 Bucket Loader • 1 Caterpillar 906 Bucket Loader ® 1 Back-up Loader(Caterpillar 950) • 1 Caterpillar 307 Excavator • 1 Flat Screen (Screen All) • 1 Forklift • 1 Roll-off Truck • l Feed Conveyor with Sorting Mezzanine C. PROJECT IMPACTS AND MITIGATIONS Table S-1, beginning on page S.5,presents a summary of the project's environmental impacts,the level of significance of the impacts,and identified mitigation measures.
