EXECUTIVE SUMMARY <br /> PROPOSED OS FACILITY MODIFICATIONS <br /> Proposed changes to the site plan considered in the 1989 EIR include the following: <br /> ® Revised layout of transfer and materials recovery areas(see Figure II-2 in Chapter II). <br /> • Construction of an approximately 27,000 square-foot metal building to enclose the tipping <br /> floor and materials recovery sort line. <br /> ® Expansion of the width of the tipping area from approximately 100 feet to 150 feet(including <br /> both non-processable and processable areas). <br /> • Removal of existing maintenance and equipment storage buildings from the proposed <br /> inbound scale south. <br /> • Inclusion as part of the site the container storage yard west of Pershing Avenue and the area <br /> north of the Trinity Community Church (between the existing parking lot and Pershing <br /> Avenue). The container yard would be resurfaced with an all-weather surface; its use would <br /> remain the same. <br /> • Abandonment by the City of portions of Pershing Avenue,Faye Street, and Temple Street, <br /> and dedication of rights-of-way by the applicant to the City to accommodate creation of two <br /> cul-de-sacs—one on Temple Street and one on Pershing—and a knuckle at the intersection of <br /> Temple and Faye Streets. <br /> • Frontage improvements along Navy Drive, Pershing Avenue and Temple Street. <br /> • Construction of a 6-foot solid masonry fence along the western boundary of the project site. <br /> • Addition of a green waste pad and tub grinder east of the proposed transfer area. <br /> EQUIPMENT <br /> The following equipment would be used at the project site: <br /> • 1 Tub Grinder <br /> • 1 Caterpillar 950 Bucket Loader <br /> • 1 Caterpillar 906 Bucket Loader <br /> ® 1 Back-up Loader(Caterpillar 950) <br /> • 1 Caterpillar 307 Excavator <br /> • 1 Flat Screen (Screen All) <br /> • 1 Forklift <br /> • 1 Roll-off Truck <br /> • l Feed Conveyor with Sorting Mezzanine <br /> C. PROJECT IMPACTS AND MITIGATIONS <br /> Table S-1, beginning on page S.5,presents a summary of the project's environmental impacts,the <br /> level of significance of the impacts,and identified mitigation measures.
