EXECUTIVE SUMMARY <br /> However,even with mitigation three unavoidable significant impacts of the project would remain. <br /> The project could generate particulate emissions at a level that could be harmful to site workers <br /> and the public, and would contribute significantly to cumulative mobile-source emissions in the <br /> project area. These impacts are discussed in Section III.13,Air Quality. In addition,violations of <br /> the City's nighttime hourly equivalent sound level (Leq) standard would occur. This impact is <br /> discussed in Section IIID, Noise. <br /> A beneficial impact of the project would be increasing the amount of materials that would be <br /> recovered for recycling, with a corresponding decrease in the amount of solid wastes going to <br /> area landfills,thus conserving landfill capacity and helping the City meet state-mandated solid <br /> waste diversion requirements. <br /> D. ALTERNATIVES <br /> The SEIR considers three feasible alternatives that provide a reasonable range of alternative to the <br /> proposed project. These are: <br /> 1. No Project Alternative. Under the No-Project Alternative,the Stockton Scavengers Transfer <br /> Station would not be expanded. The facility would continue to operate as a small-volume transfer <br /> station. Zoning would remain unchanged, and the facility would continue to operate as a legal, <br /> non-conforming use. Little or no materials recovery would take place. <br /> 2. Reduced-Scale Alternative. Under the Reduced-Scale Alternative,the transfer station <br /> operations would increase to a maximum of 575 TPD, including up to 500 TPD of solid waste <br /> and up to 75 TPD of green waste. <br /> 3. Off-Site Alternative. The Off-Site Alternative compares the proposed project with <br /> development of a comparably-sized transfer station (i.e., up to 1000 TPD of solid waste and up to <br /> 150 TPD of green waste)at another location in Stockton. <br /> Each alternative is described and analyzed in Chapter V.
