CHAPTER IV <br /> IMPACT OVERVIEW <br /> A. GROWTH INDUCING EFFECTSO F THE PROPOSED TRANSFER <br /> STATION <br /> CEQA Guidelines Section 15126.2(d)requires an EIR to discuss the growth-inducing impacts of <br /> a proposed project. Growth-inducing impacts include ones that could foster economic or <br /> population growth,or the construction of additional housing,either directly or indirectly, in the <br /> surrounding environment. Included in this are projects that would remove obstacles to population <br /> growth, such as an infrastructure project involving the creation of capacity to serve a new level of <br /> development. <br /> The expansion of the Stockton Scavengers Association Transfer Station would not have growth <br /> inducing impacts on the area surrounding the site or on the City of Stockton. This type of land <br /> use(i.e.,a transfer station)will not,per se, induce new development. The project would not <br /> generate a substantial number of new jobs: the number of employees at the project site would <br /> increase by eight—from the current level of 66 employees to 74. Therefore the project would not <br /> substantially increase demand for retail goods and services in the area or increase the demand for <br /> housing in Stockton. The transfer station would be processing materials that currently are taken <br /> directly to area landfills for disposal. While the increased materials recovery that would occur <br /> from the project may help to prolong the lifespan of area landfills,the existing solid waste <br /> disposal capacity in the Stockton area is not a constraint development in the area. <br /> B. CUMULATIVE IMPACTS <br /> A cumulative impact is created as a result of the combination of the project evaluated in an EIR <br /> together with other projects causing related impacts. CEQA Guidelines(Section 15130(a)) <br /> require an EIR to discuss the cumulative impacts of a project when the project's incremental <br /> effect is "cumulatively considerable," meaning that the project's incremental effects are <br /> considerable when viewed in connection with the effects of past,current, and probable future <br /> projects. CEQA Guidelines Section 15130(b)provides that the cumulative analysis can be based <br /> upon either a list of past, present, or probable future projects producing related impacts, or a <br /> summary of projections contained in an adopted general plan or related planning document which <br /> described or evaluated regional or area wide conditions contributing to the cumulative impact. <br /> Section 15130(4) states that a pertinent discussion of cumulative impacts contained in one or <br /> more previously certified EIRs may be incorporated by reference pursuant to [CEQA] provisions <br /> for tiering and program EIRs. No further cumulative impacts analysis is required when a project <br /> is consistent with a general, specific,master or comparable programmatic plan where the lead <br /> Stockton Scavenger Transfer Station Erpansion IV.I ESA/990190 <br />
