IV. IMPACT OVERVIEW <br /> agency determines that the regional or areawide cumulative impacts of the proposed project have <br /> already been adequately addressed. "Tiering,"according to Guidelines Section 15152, "refers to <br /> using the analysis of general matters contained in a broader EIR(such as one prepared for a <br /> general plan or policy statement)with later EIRs ... on narrower projects; incorporating by <br /> reference the general discussions from the broader EIR; and concentrating the later EIR... solely <br /> on the issues specific to the later project." According to Guidelines Section 15152(e), such <br /> "tiering"is to be limited to situations where the project is consistent with the general plan and <br /> zoning of the city or county in which the project is located,except that a project requiring a <br /> rezone to achieve or maintain conformity with a general plan may also be subject to tiering. <br /> This analysis is based on a summary of projections contained in the City of Stockton General <br /> Plan. Impacts of the General Plan were evaluated in the City of Stockton General Plan Revision <br /> and Infrastructure/Public Facilities Master Plans EIR(1990a). The EIR,General Plan and <br /> General Plan Findings and Statement of Overriding Consideration and Mitigation Monitoring <br /> Program were adopted by the City Council in January, 1990. These documents are incorporated <br /> here by reference,and are available to the public at the City of Stockton Community <br /> Development Department. As required by CEQA Guidelines to tier the General Plan EIR <br /> analysis with this Supplemental EIR analysis, <br /> • both the General Plan and the General Plan EIR were adopted; <br /> • the project is consistent with the General Plan designation("Industrial")for the site;and <br /> • the project site will be rezoned to achieve zoning ordinance conformity prior to <br /> implementation of the project. <br /> In addition,the Findings, Statement of Overriding Considerations,and Mitigation Monitoring <br /> Program for the General Plan specifically call for expansion of resource recovery transfer stations <br /> at appropriate areas within the City,to reduce demand for solid waste disposal capacity resulting <br /> from the development projected in the General Plan,and to save energy and resources. <br /> This section evaluates the potential for the project to contribute significantly to cumulative <br /> impacts in the areas of land use, air quality, traffic,noise,cultural resources,hydrology and water <br /> quality,and public health and safety. <br /> LAND USE <br /> As indicated previously,the project would be consistent with both the General Plan and the <br /> Zoning Ordinance and therefore would not generate cumulative land use impacts. <br /> AIR QUALITY <br /> The project's contribution to cumulative air quality effects is analyzed in Section III.B. As <br /> Section III.B indicates, the project would contribute to cumulative mobile source emissions in the <br /> project area.
