EXECUTIVE SUMMARY <br /> TABLE S-1 (Continued) <br /> SUMMARY OF IMPACTS AND MITIGATION MEASURES <br /> LEVEL OF SIGNIFICANCE <br /> ENVIRONMENTAL IMPACT MITIGATION MEASURES AFTER MITIGATION <br /> Air Quality(continued) <br /> 13.4: Project operations could result in nuisance odor Mitigation Measures Proposed as Part of the Project Less than Significant <br /> emissions(Significant). <br /> None. <br /> Mitigation Measures Identified in This Report <br /> B.4a: The project applicant shall ensure that all roll-off <br /> containers and bins are washed/rinsed free of putrescible <br /> wastes prior to storage in the container storage area on the <br /> western portion of the site. <br /> B.4b: The project applicant shall tarp all roll-off containers <br /> containing ground greenwaste materials at the end of each <br /> working day. <br /> B.4c: The project applicant shall formulate a progressive <br /> odor management protocol. This protocol will allow the <br /> project applicant to respond to odor complaints and revise <br /> operations as necessary. The City,LEA,and/or the <br /> SJVUAPCD shall notify the project sponsor of all odor <br /> complaints received regarding the facility. The protocol <br /> shall include progressive measures to be made in the event <br /> of repeated,verified complaints. When the LEA or <br /> SJVUAPCD verify strong odors at off-site receptors,the <br /> sponsor shall make changes in site operations to reduce the <br /> potential for odors. Odors may be reduced by limiting <br /> incoming throughput,limiting incoming materials to certain <br /> types,further limiting the number hours materials may be <br /> stored at the site,installing odor control equipment(e.g.,a <br /> misting system),removal and disposal of odiferous <br /> compounds,or other activities. <br /> Strx kton Scavenger Transfer Station Expansion S.8 ESA/990190 <br />
