EXECUTIVE SUMMARY <br /> TABLE S-1 (Continued) <br /> SUMMARY OF IMPACTS AND MITIGATION MEASURES <br /> LEVEL OF SIGNIFICANCE <br /> ENVIRONMENTAL IMPACT MITIGATION MEASURES AFTER MITIGATION <br /> Traffic Circulation and Safety(continued) Justification for the installation of traffic signals at an <br /> intersection is based on a series of 11 signal warrants <br /> established by the Federal Highway Administration and <br /> adopted by Caltrans;see Chapter 9 of Caltrans' Traffic <br /> Manual(Caltrans, 1996). Signal Warrant No. 11 (Peak <br /> Hour Volume Warrant) is typically used in EIRs to judge the <br /> appropriateness of signal installations. Estimated <br /> existing-plus-project traffic volumes at the Charter Way/ <br /> Stockton Street intersection were found to satisfy Warrant <br /> No. 11 under both a.m. and p.m.peak-hour conditions,with <br /> the latter(p.m.)volume satisfying that warrant under <br /> existing conditions. The City of Stockton has plans to <br /> signalize the Charter/Stockton intersection in the future, <br /> using funds collected from developments that would add <br /> traffic to the intersection,supplemented as needed by City <br /> funds from its Capital Improvement Program;no specific <br /> date for signal installation has been set(Tomura, 1999a). <br /> Implementation of this mitigation measure would fully <br /> mitigate the project impact;the level of service would <br /> improve to LOS B. <br /> Clb: The project applicant would require all Stockton <br /> Scavenger drivers and employees(and would encourage all <br /> other drivers)destined for Charter Way to use Fresno <br /> Avenue(and the signalized Charter/Fresno intersection), <br /> rather than Stockton Street(and the unsignalized <br /> Charter/Stockton intersection),to access Charter Way. <br /> C.2: Traffic generated by the proposed project would Mitigation Measures Proposed as Part of the Project Less than Significant <br /> contribute to cumulative traffic volumes on roadways <br /> serving the project site.
