EXECUTIVE SUMMARY <br /> TABLE S-1 (Continued) <br /> SUMMARY OF IMPACTS AND MITIGATION MEASURES <br /> LEVEL OF SIGNIFICANCE <br /> ENVIRONMENTAL IMPACT MITIGATION MEASURES AFTER MITIGATION <br /> Traffic Circulation and Safety(continued) Mitigation Measures Identified in This Report <br /> C.2: The City of Stockton would implement Mitigation <br /> Measure C.Ia(i.e.,install traffic signals at the intersection <br /> of Charter Way and Stockton Street). The project applicant <br /> would pay their fair share contribution to the cost of the <br /> signal installation. <br /> As discussed under Mitigation Measure C.la,justification <br /> for the installation of traffic signals at an intersection is <br /> based on signal warrants. Projected cumulative traffic <br /> volumes at the Charter Way/Stockton Street intersection <br /> were found to satisfy Warrant No. 11 under both a.m. and <br /> p.m.peak-hour conditions. Implementation of this <br /> mitigation measure would fully mitigate the cumulative <br /> impact during the a.m. peak hour;the level of service would <br /> improve to LOS C. <br /> C.3: The proposed project would increase traffic volumes Mitigation Measures Proposed as Part of the Project Less than Significant <br /> on roadways in the vicinity of the project site,increasing the None. <br /> potential for vehicle conflicts.
