E. The transfer station has a peak daily load of 300 tons .
F. The operation is conducted within a three-sided rigid frame
steel building with metal side walls and roof. The building
is constructed on a reinforced concrete foundation and floor
slab. The tipping and waste handling area is confined by
steel "crush walls" which serve to contain the waste within
a discreet area and assist in the loading operation.
Waste received at the transfer station is tipped on the
floor between the crush walls . A caterpillar 920 wheel
loader then consolidates the waste and loads it into the
hopper of a stationary compactor. The compactor is then
used to compact the refuse into a closed 40 cubic - yard
roll-off container which when full, is transferred to
Foothill landfill, Harney Lane landfill, City of Stockton
landfill, Forward Inc . landfill or Lovelace Transfer
Station.
G. Resource recovery conducted at Stockton Scavengers Transfer
Station include corrugated cardboard, metals , office and
computer paper, plastic, glass , wood and garden refuse .
Recovered materials would be stored loose in roll-off
containers until full , then transported to secondary
materials buyers . If quantities and market conditions
warrant, a baler may be added to the facility to increase
the efficiency of the recovery operation.
Hazardous waste such as batteries or oil shall be handled in
almanner approved by the Enforcement Agency or the Board.
H. Stockton Scavenger Transfer Station has implemented a
hazardous waste screening program in response to state laws
which prohibit the processing of hazardous wastes at the
facility.
Customers have been notified of what are considered
hazardous wastes and that they are to be excluded from the
facilities's solid waste stream. Since the only vehicles
allowed to discharge at the site are owned by Stockton
Scavenger Association, the control of prohibited materials
can be closely monitored. The transfer station neither
accepts nor handles hazardous wastes , liquid wastes , or
infectious waste. These are collected and disposed of
separately by Stockton Scavenger Association.
I . Anticipated changes in design and operation in the next five
years are as follows :
1 . A set of scales will be installed at the corporation
yard site to ensure that proportionate tonnages of
material are transferred to applicable county or city
disposal sites .
