Landscaping details shall be consistent with Chapter 9-1020 of the <br />Development Title, be included on the Improvement Plan, and be installed prior to <br />issuance of the Certificate of Occupancy for the office/maintenance building. <br />g. Litter shall be picked up on a daily basis on the project site and along the site's frontage <br />on MacArthur Drive. Litter shall be picked up on surrounding properties as needed. <br />h. Except for the wood and yard waste composting operations, all waste handling and <br />transfer operations shall take place within the approved transfer building. <br />All doors, windows, and unscreened openings at the transfer building shall remain closed <br />unless in actual use. <br />All new cuts and fills shall be consistent with the geotechnical recommendations <br />contained in Appendix F of the Final EIR. In areas where slopes are steeper than 2:1, the <br />following mitigation measure shall be implemented: regrade slopes to 2:1 or flatter, or set <br />back all improvements at least 30 feet from the top and bottom of slopes, or erect <br />landslide debris barriers. <br />k. Construction of fills, foundations, slabs, and roadways on the site shall be in accordance <br />with the geotechnical recommendations contained in Appendix F of the Final EIR. <br />Placement of plastic sheeting, debris fences, silt fences, and/or hay bales shall be utilized <br />to protect disturbed surfaces during storms during construction activities. Following <br />construction, all disturbed surfaces, especially slopes, shall be revegetated. <br />M. The area where the windrows will be located for the outdoor wood and yard waste <br />composting shall be paved. <br />n. Personnel working with the "load screening program" and on the "tipping floor' shall have <br />40 hours of OSHA training on spill containment, personal protective equipment, and the <br />handling of recyclable household hazardous materials. <br />o. Any mitigation monitoring done by the Community Development Department shall be <br />done on a time and materials basis paid for by the applicant. <br />2. AIR POLLUTION CONTROL DISTRICT: <br />a. A PM 10 Dust Prevention and Control Plan shall be prepared that includes the dust control <br />measures specified in Chapter 4.7, Mitigation 4.7-1, of the Final EIR. <br />b. A Standard Operating Procedure (SOP) shall be developed to address the elimination of <br />the generation and emission of odors as much as possible. The SOP shall include <br />measures to allow for the shortest possible holding time of waste brought to the facility, <br />as well as contingency measures in the event of excess odor generation and/or nuisance <br />complaint. 9 <br />
