Finding: Changes or alterations have been required in, or incorporated into, the project which avoid or substantially lessen the significant environmental effect as identified in the Final EIR. Statement of Fact: This impact will be reduced by the following: Seismic design shall be in accordance with the Uniform Building Code (Seismic Zone 4), as specified in the project geotechnical report contained in Appendix F of the Final EIR. C.2. Potentially Significant Impact: Excavated and fill slopes at the proposed proiect site could potentially fail causing injury, damage to facilities or burying solid waste material. Finding: Changes or alterations have been required in, or incorporated into, the project which avoid or substantially lessen the significant environmental effect as identified in the Final EIR. Statement of Fact: This impact will be reduced by the following: All new cuts and fills shall be consistent with the geotechnical recommendations contained in Appendix F of the Final EIR. In areas where slopes are steeper than 2:1, the following mitigation measure shall be implemented: regrade slopes to 2:1 or flatter, or set back all improvements at least 30 feet from the top and bottom of slopes, or erect landslide debris barriers. C.3. Potentially Significant Impact: Existing surface soils are inadequate to support foundations for the proposed project facilities.
