C.4. <br />M <br />Item No. 2 <br />PC: 12-16-93 <br />ER-93-1/UP-93-4 <br />Page 17 <br />Construction of fills, foundations, slabs, and roadways on the site shall be in accordance <br />with the geotechnical recommendations contained in Appendix F of the Final EIR. <br />Potentiallv Significant Impact: Constructionof the proposed proiect facilities would promote <br />surface soil erosion. <br />Finding: <br />Changes or alterations have been required in, or incorporated into, the project which avoid or <br />substantially lessen the significant environmental effect as identified in the Final EIR. <br />Statement of Fact: <br />This impact will be reduced by the following: <br />Place plastic sheeting, debris fences, silt fences, and/or hay bales to protect disturbed <br />surfaces during storms during construction. Following construction, all disturbed <br />surfaces, especially slopes, shall be revegetated. <br />WATER RESOURCES 0 <br />Potentially Significant Impact: Surface water contamination may occur from discharge of surface <br />waters or storm waters that have become contaminated. <br />Finding: <br />Changes or alterations have been required in, or incorporated into, the project which avoid or <br />substantially lessen the significant environmental effect as identified in the Final EIR. <br />Statement of Fact: <br />This impact will be reduced by the following: <br />• Construct on-site drainage, as proposed. <br />• The evaporation/collection pond for surface runoff from the active working area (the yard <br />and wood waste area) shall be lined. <br />• All surface areas involved in the transportation, processing, or storage of wastes shall be <br />paved or lined and drained to an appropriate catchment facility to prevent contaminated <br />runoff from entering the surface and ground water. <br />• The proposed receiving and processing operations shall take place within covered and <br />paved structures. The outdoor wood and yard waste composting area shall be paved or <br />lined. Except for yard and wood waste, there shall be no direct precipitation onto wastes <br />and no contamination of surface water. All buildings shall be constructed so that storm <br />runoff shall not enter and come into contact with waste or recovered materials. <br />
