and self haul vehicles. Self haul vehicles discharging buy back material will unload at the buy
back center. Commercial, curbside and self haul vehicles, excluding self hauls discharging buy
back material, will discharge material in discrete unloading areas within the MRF/Transfer
Building. The unloading areas close proximity to the transfer pits or appropriate processing
equipment will minimize the time materials remain on the tipping floor thereby minimizing the
required unloading area.
Wind blown-material will be reduced and controlled by unloading material inside the
MRF/Transfer Building, a perimeter fence surrounding the site and a litter collection program.
(4) Incoming Materials Storage
Incoming material will be processed as soon as possible and long term storage of incoming
material will not occur. The tipping floor will be able to store all incoming materials for a
minimum of 2.9 days, however, refuse material will not be stored more than 48 hours. The
capacity is sufficient to accommodate inflow fluctuations. See Station Capacity Calculations in
Appendix F.
(5) HazardouL—M&te
,rials Storage
Hazardous material, generated as a result of the hazardous waste screening program or from on-
site activities, will be stored in an approved hazardous material storage container. The area will
be constructed and operated to prevent water infiltration into the material and the release of
liquids from the designated area. Storage times will be limited to less than 90 days.
b. Salvaging and Materials Recovery
(1) Materials Separation and Sorting
Curbside collection vehicles and selected commercial loads will be separated and sorted in the
processing area of the MRF/Transfer Building. Separation and sorting will take place at the
mechanically driven sorting line and on the tipping floor. The sorting line will recover paper,
aluminum, plastics, glass, metals, and wood materials. Manual sorting on the tipping floor will
recover corrugated cardboard (OCC), wood and metals. Loads will be divided into the
L:/PROD ECT/397/MRF/RS1-1.TCY
Revision 1.0 34 December 15, 1993
