e
TRACY MATERIALS RECOVERY &TRANSFER FACILITY
RFI AMENDMENT NO. 3
® roads and other construction projects. Stockpiles of finished materials do not
exceed 20 feet in height.
Inert debris that has been processed and sorted for resale, or reuse, will not
remain on site for more than 18 months. Market products will not be stored for
more than 18 months with some material being stockpiled on-site for future
construction activity.
CONSTRUCTION & DEMOLITION DEBRIS PROCESSING AREA:
Figure 3 — Preliminary Site Plan has been amended to show the construction &
demolition (C&D) Debris Processing Area adjacent to the Transfer Station on the
east side on the paced asphalt-concerte surface. The area is a quadrant of a
semi-circle with an 80 feet radius comprising an operational area of
approximately 5,000 square feet. Material will not exceed 4 feet in height and all
material on the processing area will be removed at the end of each day. Bins full
of recycled commodities need to be emptied within 48 hours of being full. The
peak flow to this operational area would be 175 tons per day within the already
permitted and allowable 1,000 tons per day.
Recent regulations adopted by the California Integrated Waste Management
Board in August 2003 have state minimum standards for the storage and
processing on CD materials.
Material Types:
Mixed C&D debris includes only the following items which meet the criteria
below:
• components of the building or structure that is the subject of the construction
work including, but not limited to, lumber and wood, gypsum wallboard, glass,
metal, roofing material, tile, carpeting and floor coverings, window coverings,
plastic pipe, concrete, fully cured asphalt, HVAC systems and their
components, lighting fixtures; permanently installed appliances and
equipment, permanently installed furnishings, and other fixtures;
tools and building materials consumed or partially consumed in the course of
the construction work, and
• Cardboard and other packaging materials derived from materials installed
in or applied to the building or structure or from tools and equipment used
in the course of the construction work.
Materials are delivered to the facility in debris box trucks, commercial vehicles,
and self-haul vehicles. Vehicles are weighed at the facility entrance. Trucks and
debris boxes containing C&D debris are dumped in the C&D Processing Area as
shown on Figure 3. The main components of C&D recycling are wood, inerts,
and metals. The C&D debris will not exceed I% putrescible material.
EDGAR&ASSOCIATES, INC. 4 NOVEMBER 6, 2006
