The point was this is in an Agriculture zoned area. <br /> • Mr. Ronyak addressed the concern of the trucks speeding in and out of the facility. He <br /> stated the future solution would be to pave the road and put speed bumps at the entrance. <br /> As to the concerns of the flying dirt and improvement of appearance, he would be <br /> installing a chain link fence and a form of vegetation around the fence. <br /> • The groundwater is tested every year by JR Simplot. JR Simplot hires a certified lab to <br /> do the testing. The results are sent to Louis Pratt of the Regional Water Quality Control <br /> Board. <br /> The following people spoke regarding the site, neither for or against. <br /> • Louis Pratt of RWQCB found no nuisances or threat to water quality, has reviewed the <br /> water analysis and nitrogen is within standards. There has been an improvement in the <br /> quality of the surface water run-off. Coffee grounds that were seen at one time to be a <br /> possible threat to water quality have been removed. Inspections during the season were <br /> satisfactory. <br /> • Steve Sasson, Senior REBS from the Environmental Health Division is the inspector for <br /> this site and was asked questions by the panel regarding violations at the site pertaining <br /> to the soil enrichment process. He stated he found no violations at this time. <br /> OPPONENTS - The following people spoke in opposition to the site: <br /> • Mrs. Louis Craig felt that this type of operation would lower her property values if and <br /> when she sold, because of the current disclosure laws. That Mr. Ronyak did not have <br /> a good track record because in the past there was an odor/vector problem that was <br /> unacceptable and it could repeat itself. Mrs Craig would like to see Mr. Ronyak use one <br /> of his alternative sites rather than this one. <br /> • Mrs. Rachel Espinoza stated concerns regarding the mud and what the nitrogen is doing <br /> to the land and ground water. She has seen cannery wastes disposed on the soil in the <br /> past and feels that other things are being spread besides cannery wastes. The odor has <br /> been bad in the past and she could not open her windows. Last summer trucks were <br /> entering in and out of the site late at night. Last year she had called sheriffs due to <br /> disking which caused excessive dust. The court order to remove the dirt pile has not <br /> been complied with. <br /> REBUTTAL - ffr"951yak stated the dirt pile is being taken down. As to the disclosures of the <br /> odor, we are not the only spreading and disking operation in the area. It's an agricultural <br /> community and odors exist. Mr. Ronyak showed logs of crops grown every year to neutralize <br /> the soil. No trucks have been entering the site before 7:O04.&.g&after 7:00 p.m. There was <br />
