uses include site construction and waste disposal operations, RRF operations, composting <br /> operations, dust control, equipment maintenance operations, sanitary facilities, fire fighting, <br /> and emergency situations. Bottled water is provided for drinking. <br /> Sanitary Facilities. There is no on site sewage disposal system or leach lines. The sani- <br /> tary facilities consists of a total of seven portable toilets at the site. Two portable toilets <br /> are located adjacent to the landfill office trailer, two are located at the RRF, one is in the <br /> maintenance yard at the landfill, one is located near the eastern ash disposal pit, and one is <br /> located on the bin storage pad at the landfill. The two portable toilets adjacent to the <br /> landfill office are handicap-accessible. The locations will change with site development. <br /> Electricity. Pacific Gas and Electric Company (PG&E) provides primary electric service to <br /> the site. Electric power is provided to the office trailers (except the employee trailer at the <br /> RRF) and on site pumping facilities. <br /> Communications. Pacific Bell provides telephone service to the site. Company offices <br /> and some vehicles used for site operations are equipped with phones. <br /> Right-of-Way. The eastern property line is also the Austin Road centerline; the Austin <br /> Road right-of-way, owned by the County of San Joaquin, is 60 feet wide. Thirty feet of <br /> this right-of-way is within the Forward property. <br /> Easement. The South Fork easement is shown in Figure 1.2. <br /> Water Wells. There are two water wells at the site. A 1,000-gpm well at the landfill <br /> entrance facilities and a 20-gpm well at the RRF entrance facilities. <br /> Offsite. Structures within 1,000 feet of the site boundaries are shown in Figure 1.1. Two <br /> residences are 100 and 500 feet from the northeastern comer of the Forward property. A <br /> third residence is 900 feet east of the Forward property along the southern bank of the <br /> South Fork. These residences, however, are located more than 300 feet from the proposed <br /> composting facility. <br /> As shown in Figure 1.5 the current land use for the area g � ea surrounding the site is primarily <br /> agricultural. The City of Stockton operates a 150-acre municipal solid waste landfill ap- <br /> proximately 1,000 feet north of the Forward site. The State of California operates the <br /> Northern California Youth Center and a women's prison, about one mile north of the For- <br /> ward site (Figure 1.1). <br /> Since ce the land surrounding the Compost Facility is primarily agricultural and the closest <br /> residences are set back more than 300 feet, there should not be any significant odor <br /> impacts to the surrounding areas. Based on logs of wells in the project area, groundwater <br /> generally occurs about 60 to 70 feet below the natural ground surface.
