• Green Material means "any plant material which is derived from residential,
community, or construction waste, including but not limited to, leaves, grass
clippings, weeds, tree trimmings, residential or community garden wastes,
untreated wood waste, or shrubbery cuttings. Green material is either se-
parated at the point of generation, or separated at a centralized facility,
which employs methods to minimize contamination. Green material does
not include plant material that is classified as food, or demolition or mixed
construction debris."
• Food Processing Residue means "any pre-processed and post-processed ma-
terial derived from plant wastes, which is grown, processed, marketed, or
managed by any non-residential, non-community, or commercial entity(ies)
for consumption by humans and domesticated or wild animals. These enti-
ties include, but are not limited to, agriculture, food and dry good manu-
facturing and processing industries, wineries, restaurants, hospitals, and food
distributors. Food Processing Residue is either separated at the point of
generation, or separated at a centralized facility which employs methods to
minimize contamination.ee
• Sewage Sludge means "solid, semi-solid, or liquid residue generated during
the treatment of domestic sewage in a treatment works. Sewage sludge in-
cludes, but is not limited to, domestic septage and scum or solids removed
in primary, secondary, or advanced wastewater treatment processes. Sew-
age sludge does not include ash generated during the firing of sewage sludge
in a sewage sludge incinerator or grit and screenings generated during the
preliminary treatment of domestic sewage in a treatment works."
• Mixed Solid Waste means "any material which is part of the municipal solid
waste stream, and is mixed with or contains non-organics, processed indus-
trial materials, or plastics, or material which is derived from non-
mammalian animal remains, including but not limited to, non-mammalian
animal flesh, bone, blood, and hide. Mixed solid waste does not include
source or centralized separated green material, manure, food processing
residue, or sewage sludge feedstocks."
• Manure means "accumulated animal excrement. This definition shall include
feces and urine and bedding material, spilled feed, or soil that is mixed with
feces or urine. Manure is a subset of green material and is regulated as
green material unless otherwise indicated."
The Compost Facility will receive waste from non-recyclable material separated at the
RRF, municipalities, and commercial self-haulers. The facility will be designed to process
the maximum volume of feedstock based on the available land. Actual throughput will de-
pend on the composting technology and available feedstock.
