1. Maximum Daily Load Capacity
Give an estimate of the maximum daily load capacity of the facility (14 CCR
18220(8)). Include the calculations used in determining these capacities.
Give these figures in tons per operating day. If tonnage was figured from
records of cubic yards, include the conversion factor used.
The permitted peak daily tonnage for both the Forward Landfill and RRF is currently
4,180 TPD. The capacity of the existing RRF building is approximately 500 TPD
(3,250 cy) without impeding site operations.' This is more than 10 times the current
volume of materials handled at the RRF. If this capacity is reached, additional personnel
will be added and the hours of operation will be extended beyond the current 8 hours a
day, 5 days a week.' The RRF is allowed to operate up to 12 hours a day, 6 days a week.
The maximum daily load capacity to the Compost Facility will depend on the composting
technology employed. Forward may choose to operate with one composting technology or
a combination of technologies. The maximum daily load capacity for five representative
alternatives is presented-below. Additional alternatives may be investigated in the future.
Alternative 1. Compost Windrows Turned by Front End Loaders
The maximum daily load capacity for the Windrow Compost Facility Y turned b front end
loaders is 640 TPD. This capacity is based on the following assumptions:
® Five-day per week operations
Pe
• Approximately 15 acres for compost Windrows
• Windrows are 16 feet wide at the base with 30 feet between each pair of
Windrows to allow turning using front-end loaders.
• Windrows are 8 feet high
• Composting period is projected to be 4 to 12 weeks depending on product
desired
• Curing period is projected to be 1 to 6 months depending on product desired
• 40 percent volume reduction during composting
'Report of site information.
'The current permit allows the RRF to operate 10 hours a day, 6 days a week.
a oa10029B63.wp5/8
9/28/94 8
