The State of California operates the <br /> Northern California Youth Center and a women's prison, about one mile north of the For- <br /> ward site (Figure 1.1). <br /> Facility Boundaries <br /> The landfill and RRF are situated on a 157-acre parcel of land. The South Fork traverses <br /> the site in a southwesterly direction. The site is bounded by Austin Road to the east, agri- <br /> cultural land to the south and west, and the City of Stockton municipal solid waste landfill <br /> and agricultural land to the north. <br /> Figure 1.2 delineates the property line for the site and is intended for planning purposes <br /> only. The legal boundary description for the 157-acre property owned by Forward, Asses- <br /> sor's Parcel Number (APN) 201-060-03, is described in the Deed of Trust, 17526, <br /> April 16, 1973: <br /> That certain real property situated in the County of San Joaquin, State of California, <br /> described as follows: <br /> The Southeast quarter of Section three (3), Township one (1) South, Range <br /> seven (7) East, Mount Diablo Base and Meridian, according to the Official Plat <br /> thereof. <br /> EXCEPT the interest conveyed to the State of California by Deed recorded Septem- <br /> ber 23, 1955, in Vol. 1792 of Official Records, page 17. <br /> The Forward Landfill and RRF are wholly owned by Forward. There are no leased par- <br /> dels at the site. Figure 1.5 identifies APN 201-060-03 for the parcel owned by Forward <br /> and all parcels and land uses within 1 mile of the site boundary. <br /> 3. Design Details <br /> Include a schematic drawing of design details of the composting facility <br /> systems and processes. Include dimensions and composition of components. <br /> In addition to the schematic drawing, an engineering report describing proc- <br /> esses to be used, including proposed pollution control devices and estimated <br /> quantities of feedstocks, additives, and amendments as required by 14 CCR <br /> 18220(b). The design details should allow the facility to operate in confor- <br /> mance with Chapter 3.1 of the California Code of Regulations—Composting <br /> Facilities Permitting Procedures and Enforcement. <br /> Design detail drawings are attached as Exhibits 1 through 8. Calculations supporting these <br /> design details are included in Appendix 1. A number of composting processes are pro- <br /> posed for the Forward site.
