The State of California operates the Northern California Youth Center and a women's prison, about one mile north of the For- ward site (Figure 1.1). Facility Boundaries The landfill and RRF are situated on a 157-acre parcel of land. The South Fork traverses the site in a southwesterly direction. The site is bounded by Austin Road to the east, agri- cultural land to the south and west, and the City of Stockton municipal solid waste landfill and agricultural land to the north. Figure 1.2 delineates the property line for the site and is intended for planning purposes only. The legal boundary description for the 157-acre property owned by Forward, Asses- sor's Parcel Number (APN) 201-060-03, is described in the Deed of Trust, 17526, April 16, 1973: That certain real property situated in the County of San Joaquin, State of California, described as follows: The Southeast quarter of Section three (3), Township one (1) South, Range seven (7) East, Mount Diablo Base and Meridian, according to the Official Plat thereof. EXCEPT the interest conveyed to the State of California by Deed recorded Septem- ber 23, 1955, in Vol. 1792 of Official Records, page 17. The Forward Landfill and RRF are wholly owned by Forward. There are no leased par- dels at the site. Figure 1.5 identifies APN 201-060-03 for the parcel owned by Forward and all parcels and land uses within 1 mile of the site boundary. 3. Design Details Include a schematic drawing of design details of the composting facility systems and processes. Include dimensions and composition of components. In addition to the schematic drawing, an engineering report describing proc- esses to be used, including proposed pollution control devices and estimated quantities of feedstocks, additives, and amendments as required by 14 CCR 18220(b). The design details should allow the facility to operate in confor- mance with Chapter 3.1 of the California Code of Regulations—Composting Facilities Permitting Procedures and Enforcement. Design detail drawings are attached as Exhibits 1 through 8. Calculations supporting these design details are included in Appendix 1. A number of composting processes are pro- posed for the Forward site. The specific composting process to be used will depend on the specific feedstocks to be processed and the experience gained in developing compost wa10029W4."5/25 9/28/94 25
