These contaminants will be removed and consolidated for regular transport to landfill. <br /> Collection and transfer vehicles will need to be covered to prevent litter along roadways. <br /> 6. Pollution Control <br /> Describe proposed pollution control devices to be used at this facility. If these <br /> devices have been thoroughly described by an engineering report as required by <br /> 14 CCR 18220(b) and recommended in Section HAM., please refer to the appro- <br /> priate attachment. <br /> Compost facility controls including vector and bird control, odor control, noise control, <br /> dust control, litter control, nuisance control, and traffic control are described in detail in <br /> this RCSI. <br /> The compacted native earth pad will be of low permeability and should provide adequate <br /> protection of the groundwater. The surface soil composition and depth to groundwater has <br /> been described in detail in this RCSI. <br /> 7. Nuisance Control <br /> Describe how the facility will be operated and maintained to prevent nuisances. <br /> Site operations are conducted in a safe and sanitary manner. The site is located in a rural <br /> area surrounded by largely unpopulated, agricultural land. To date, only one odor com- <br /> plaint has been received and the problem was resolved. Drought tolerant trees and shrubs, <br /> and grasses are used in landscaping to conform with the natural vegetation of the area. <br /> Screening vegetation will be provided around the RRF when the operations are expanded. <br /> If the RRF accepts any wastes in the future that might pose a nuisance, appropriate mea- <br /> sures will be added to the station controls. <br /> The operator will be responsible for meeting all permit conditions and regulatory require- <br /> ments. Specific nuisance control measures are addressed individually in this section. <br /> 8. Traffic Control <br /> Describe how traffic flow into, on, and out of the facility will be in accord with <br /> design intent and in such a manner as to minimize interference and safety problems <br /> for traffic on adjacent public streets or roads. Include traffic plans approved by the <br /> local traffic engineering and police authorities if stacking of vehicles waiting to en- <br /> ter the facility on public streets or roads is likely to occur. Include provisions for <br /> turns across traffic, traffic routing, methods of preventing unauthorized access, lock- <br /> ing gates, signage, etc. <br /> See description of traffic control included in Section I.D. <br /> a ea10029B5c.wp5n2 <br /> 9/29/94 72 <br />
