{ STATE OF CALIFORNIA—THE RESOURCES AGENCY PETE WILSON, Governor
DEPARTMENT OF FISH AND GAME
REGION 2
m
1701 NIMBUS ROAD, SUITE A
RANCHO CORDOVA, CALIFORNIA 95670
(916) 358-2900
May 7, 1996
Mr. Gregory K. Vaughn
California Regional Water Quality Control Board
Central Valley Region
3443 Routier Road, Suite A
Sacramento, California 95827-3098
Dear Mr. Vaughn:
The Department of Fish and Game(DFG)has reviewed Tentative Waste Water
Discharge Requirements for the Musco Olive Products Inc. The project consists of a proposal to
expand a waste water reclamation area for 4.5 acres to 200 acres. The project is located on the
west side of Highway I-580, south of Patterson Pass Road near Via Nicolo Road in San Joaquin
County.
Wildlife habitat resources consist of rolling annual grasslands. Significant resources of
the project include habitat for the Federal and State-listed sensitive species. Files in the
California Natural Diversity Database contain records for the following sensitive species:
San Joaquin kit fox(Vulnes macrotis mu.i iaa
California tiger salamander(Am stoma califoriense)
burrowing owl ( then cunicularia)
Western spadefoot(Scanhiopus hammondii)
Large flowered fiddleneck(Amsinckia grandiflora)
caper fruited tropidocarpum(Tro in docarpum oX-pardeu)
diamond-petaled poppy(EschschQlzia rhombi tala)
We are particularly concerned with the projects potential for impacts to the kit fox. The
proposed project consists of a plan to incorporate soil amendments in the top 6 inches of the
surface. This action may result in potential for take of an endangered species under the Federal
Endangered Species Act. The proposed action potentially contains similar hazards for other
sensitive species inhabiting the project site.
c.a
Cn
We recommend that: -
1. The project proponent contact the U.S. Fish and Wildlife Service to ascertain the w ,
potential for incidental take of a species listed under the Federal Endangered - _- --
 f
Species Act. •—
