The accumulation start date must be indicated in the container . <br /> 3 . 5 SHIPPING PAPERS <br /> Bill of Lading : A Bill of Lading must accompany each Universal Waste shipment . Bills of Lading must <br /> include : <br /> • The generators name, address and telephone number <br /> • The transporters name, address and telephone number <br /> • The receiving facility' s name, address and telephone number <br /> • The quantity and size of each used oil container shipped <br /> • The date of transfer <br /> Shipping papers must be kept for 5 years . <br /> 3 . 6 ON - SITE TREATMENT <br /> Generally, universal waste cannot be treated onsite except when cleaning up releases or managing <br /> specific wastes ( as specified in 22 CFR 66273 . 13 ) . Treatment includes any activity that changes the <br /> characteristics of the waste . Releases must be cleaned up ( e . g . , leaking batteries or broken fluorescent <br /> tubes ) . Damaged universal waste must be repackaged and managed as universal waste . Manage any <br /> other materials generated , such as clean up supplies and contaminated soil , as hazardous waste if they <br /> are identified as hazardous waste . <br /> 3 . 7 TRANSPORTATION <br /> For transportation purposes, it must be determined whether the universal waste is hazardous material <br /> under the United State Department of Transportation ( US DOT) rules . For US DOT hazardous materials, <br /> properly mark the packaging and placard the transportation vehicle . The applicable US DOT regulations <br /> are in Title 49 Code of Federal Regulations, Parts 171 through 180 . <br /> For transportation documentation purposes, proper shipping papers must be prepared, such as a Bill of <br /> Lading . However, a state uniform hazardous waste manifest is not necessary for universal waste <br /> shipments ( 22 CFR 66273 . 18 ) . <br /> Universal waste can be transported in personal vehicles or by any common carrier allowed by US DOT and <br /> California law to transport non - hazardous waste . <br /> 3 . 8 INSPECTIONS <br /> 12 <br /> i <br />
