OBSERVATION: The facility did not have exception reports on site for Uniform Hazardous Waste Manifests (UHWM)for the following manifests:003434384GBF from 7/31/19, 006148471GBF from 5/15/19, 006108479GBF from 2/6/19, 006046384GBF from 10/25/18 003732969GBF from 7/10/18, 003639475GBF from 2/12/18, 003038632GBF from 2/10/17, and 003038602GBF from 12/6/16 were not found on-site. Additionally UHWM number 003732299GBF was not found on site REGULATION GUIDANCE: (a) A generator who does not receive a copy of the manifest with the handwritten signature of the owner or operator of the designated facility within 35 days of the date the waste was accepted by the initial transporter shall contact the transporter and/or the owner or operator of the designated facility to determine the status of the hazardous waste. (c)A hazardous waste generator who does not receive a copy of the manifest with the handwritten signature of the owner or operator of the facility to which the generator's waste is submitted, within 60 days from the date that the hazardous waste was accepted by the initial transporter, shall submit to the department a legible copy of the manifest, with some indication that the generator has not received confirmation of delivery. (d) Generators shall submit the information to the department at: DTSC Report Repository, Generator Information Services Section, P.O. Box 806, Sacramento, CA 95812-0806 CORRECTIVE ACTION: Locate a copy of the destination facility signed manifests and send a copy to the San Joaquin County Environmental Health Department(EHD). If the destination facility signed manifests cannot be found then send to DTSC a copy of each generator signed manifest and a statement that the designated facility signed copy was not received by the generator. DTSC address is DTSC Report Repository, Generator Information Services Section, PO Box 806, Sacramento, CA 95812-0806. Provide a corrective action statement to the EHD within 30 days. This is a Class II violation. 602 CCR 66262.34(e)(1)(B) Stored satellite accumulated waste on site longer than one year or 180 days after fill date. OBSERVATION: Satellite hazardous waste containers were observed stored on-site for too many days. The following containers were observed: Metal fines generated from blade sharpening have the accumulation start date of 12/2015. REGULATION GUIDANCE: Satellite accumulated waste shall not be stored on site for more than 180 days after the container was filled, or a total of one year, whichever comes first. CORRECTIVE ACTION: Immediately dispose of the hazardous waste in compliance with Title 22 California Code of Regulations. Provide a corrective action statement and a copy of the hazardous waste disposal record to the San Joaquin County Environmental Health Department(EHD) within 30 days. This is a Class II violation.
