Empowered by statutory authority <br /> pursuant to the California Health and Safety Rhode and contractual ' <br /> agreement with the State Water Resources Control Board (SWRCB) , <br /> PHS-EHD will continue to administer regulatory direction to ' <br /> owners and operators of leaking underground storage tanks for the j <br /> duration of Chapter 6 . 7, Article 11 of the Caiifornia Code of r <br /> Regulations and for the duration of the joint contractual <br /> agreements between the County of San Joaquin and the SWRCB. ` <br /> The residual petroleum hydrocarbons in the soil, as currently <br /> presented within the document entitled "Request for Site Closure <br /> Report Former Beacon Station #61.011 prepared by <br /> Acton-Mickelson-van Dam, Inc. , should be revisited utilizing SeSoil or an <br /> equivalent environmental fate and transport model to'-determine <br /> the potential threat to groundwater. Additionally, the <br /> groundwater has risen 21 feet since the last 'groundwater <br /> monitoring event of October 1994.
