LFR Inc. <br /> 1.2.2 Selected Remedial Alternative <br /> As reported in the RAP, based on the criteria specified in the NCP and U.S. EPA <br /> guidance, excavation of pyrolytic oil- and metals-affected soil for off-site disposal was <br /> the recommended remedial alternative. <br /> Implementation of this alternative was determined to be relatively easy to implement <br /> because the hazardous material is easily identifiable, and removal and off-site disposal <br /> of the waste is a practical and reliable response action. This alternative removed the <br /> source of contamination and provided immediate short-term protection to human health <br /> and the environment and ensured a relatively high degree of long-term protection. <br /> 1.3 Site Background <br /> The Site is an approximately 50-acre gravel pit located at 29425 South MacArthur <br /> Road, approximately 3 miles south of the City of Tracy, in San Joaquin County, <br /> California (Figure 1). The Site consists primarily of a former gravel pit located <br /> between two active aggregate mining operations: Teichert Aggregate and RMC Pacific <br /> Materials. Illegal tire storage areas were located within the former gravel quarry, <br /> which is situated below grade with no apparent outflows or surface water. <br /> The Site was owned and operated by Mr. Silas Fred Royster as the Royster Tire <br /> Disposal Facility, an unpermitted waste tire facility, for an undocumented period of <br /> time. An estimated 7,000,000 tires were illegally stored at the Site in conditions <br /> ranging from orderly piles of bundled tires to large piles of unbundled tires and tire <br /> shreds. The facility also stored drums of used oil filters, old vehicles, trailers, and <br /> other miscellaneous debris. <br /> On August 7, 1998, a grass <br /> fire started at the Site. The <br /> grass fire spread and ignited <br /> the tires (Photographs 1 and <br /> 2).
