He said he contacted the people at the <br /> Calaveras Cement Company and it may be possible that they will make a <br /> deal with him to shred those tires and take the chips . He said there <br /> are not many tires there. That is just something they are talking <br /> about at the moment. <br /> Comm. Carter asked Mr. Miller to restate the explanation he had on the <br /> definition of recycling. Mr. Miller said the definition in the <br /> California Administrative Code states that a recycler is strictly a <br /> source separator. Which means he separates the tires from other <br /> wastes and he stockpiles them on top of the ground. That is the <br /> reason he does not need a solid waste permit because he is considered <br /> by their definition a recycler without grinding the tires . They also <br /> state in their letter that it is up to the local zoning to put the <br /> conditions on there to make sure the County does not have a problem. <br /> Mr. Royster ' s photos were returned to him.
