1 .6. Previous Investigations <br /> To the CIWMB's knowledge, no other governmental agency or consultant has conducted a <br /> previous investigation in the northern or southern disposal areas. The overall site was <br /> investigated by the U.S. EPA Emergency Response Section, under the authority of the <br /> Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and <br /> Superfund Amendment and Reauthorization Act (SARA). The EPA directed a Superfund <br /> Technical Assessment Response Team (START) to conduct a preliminary Remedial <br /> Investigation/Feasibility Study (RI/FS) of the Site. The field sampling activities were <br /> conducted from October 15 through December 13, 2001. The purpose of the preliminary <br /> RI/FS was to determine the impact on soil and groundwater quality at the Site from the tire <br /> fire. Additionally, analytical data was gathered to determine the extent of contamination at <br /> the Site and to characterize soil for removal by the CIWMB. <br /> 2. Project Objective <br /> 2.1 . Waste Characterization <br /> In accordance with California and federal hazardous waste standards, the soil at the two <br /> identified and other yet undiscovered solid waste disposal areas will be characterized to <br /> determine if the soil contains hazardous concentrations of metals or other pollutants. The <br /> CIWMB will use regulatory limits established by the DTSC and federal levels for evaluating <br /> solid wastes. Based on visual observation, soil samples for the southern disposal site will be <br /> analyzed for priority pollutant metals, while soil from the northern disposal area will be <br /> analyzed for metals, volatile organic compounds (VOCs), semivolatile organic compounds <br /> (SVOCs), and total petroleum hydrocarbons as diesel (TPHd). If other waste disposal areas <br /> are identified, the CIWMB will decide what analyses will be conducted for the samples that <br /> will be submitted to the laboratory. <br /> For purposes of characterizing the soil, the following regulatory standards shall be used to <br /> determine if the soil is hazardous: <br /> ➢ Federal Toxicity Characteristic. The soil may be classified as a RCRA hazardous <br /> waste if it exceeds the federal toxicity characteristic limits defined in Title 40 CFR <br /> §261 et. seq. These federal standards are based on soluble concentrations from the <br /> Toxicity Characteristic Leaching Procedure (TCLP). Should the soluble concentration <br /> of any sample exceed the TCLP, then the waste is classified as a federal hazardous <br /> waste (i.e., RCRA waste). <br /> ➢ State of California Toxicity Characteristic. The soil may be classified as a <br /> California hazardous waste if it exceeds the toxicity levels listed in Title 22 CCR, <br /> Division 4.5, Chapter 11, Article 5, §66261.101. The California toxicity levels are <br /> divided into two separate concentration limits. The waste concentrations are <br /> evaluated using both the Total Threshold Limit Concentration (TTLC) and Soluble <br /> Sampling Plan for Small Waste Disposal Areas (final).doc 3 <br />
