Total Limit Concentration (STLC). Should the total concentrations exceed the TTLC <br /> or the soluble concentrations exceed the STLC, then the waste is classified has a <br /> California hazardous waste. Although state regulations allow the use of a screening <br /> value for total concentrations before the STLC test is performed, the screening level <br /> of 10 times the STLC concentration for TTLC concentration will not be used for lead <br /> in the southern area or for metals in the northern area. Samples in the northern <br /> disposal area will be classified using both the TTLC and STLC. <br /> 2.2. Project Tasks <br /> Sampling will be conducted using methods and sampling protocols provided in this plan. <br /> The sampling protocols included in this plan assume the solid waste areas do not extend <br /> significantly below the ground surface. The sampling team will either visually confirm or <br /> excavate the soil to determine the vertical depth of the areas. Soil samples will be collected <br /> from waste that, based on visual observation, is likely to contain the highest concentration of <br /> contaminants. Up to 10 samples may be collected and analyzed. Predetermined <br /> background concentrations at the site were established during the preliminary RI/FS so <br /> additional background samples will not be collected at this time. <br /> 3. Analytical Methods <br /> Analytical methods to be used at each discovered waste disposal area will be approved by <br /> the CIWMB project engineer/manager. Each waste disposal pile will be evaluated based on <br /> appearance of the soil and waste items observed in the soil. <br /> The soil samples collected from the southern disposal area will be submitted to the <br /> laboratory and analyzed for: <br /> California Assessment Manual (CAM)-17 metals: TTLC procedures <br /> STLC and TCLP for lead <br /> The soil samples collected from the northern stockpile will be sent to the laboratory where <br /> they will be analyzed for: <br /> CAM-17 metals: TTLC procedures <br /> CAM-17 metals: STLC procedures <br /> RCRA Eight Metals: TCLP <br /> VOCs by EPA Method 8260 <br /> SVOCs by EPA Method 8270 <br /> TPHd by EPA Method 8015 <br /> Newly discovered waste disposal areas will be evaluated and sampled in accordance with <br /> the guidance provided by this sampling plan and the CIWMB project engineer/manager. <br /> 3.1 .
