No Impact. The majority of areas that will be occupied during field activities have
already been burnt and no longer offer a source of fuel for fire. Additionally, water will
be used for dust control during excavation and loading. The proposed activities at the
Site would not pose significant fire risk. If a fire does start, SCI will use the existing
water trucks and fire extinguishers to control the fire pending a response by the Tracy
Fire Department. The Tracy Fire Department, which provides services to the project
site, would not require additional manpower, as the Department already served the
past uses at the Site (Tracy 2003).
• Police protection
No Impact. The San Joaquin Sheriff's Department and California Highway Patrol,
which provide services to the project site, would not require additional manpower, as
both units already served the past uses on the Site (Tracy 2003). A security fence
with lockable gate is located at the main entrance and will be securely closed when
workers are not present on site.
• Schools
No Impact. The proposed project would not create any new housing that could impact
capacity constraints at local schools (Tracy 2003).As discussed in Section 12
Population and Housing, the proposed project would not cause population growth.
• Parks
No Impact. As discussed in Section 14 Recreation below, the proposed project would
not affect any parks (Buchanan 2003).The project site is not located near the
Carnegie State Vehicular Recreation Area, which over 5 miles southwest of the Site,
and is not accessed by South MacArthur Drive.
• Other public facilities
No Impact. The proposed project would not affect any other public facilities.
Findings of Significance:
❑ Potentially Significant Impact
❑ Potentially Significant Unless Mitigated
❑ Less Than Significant Impact
X No Impact
14. Recreation
Project activities likely to create an impact:
• Removal of top 18 to 24 inches of burned material, ash and visibly affected soil within gravel
pit area
• Removal of localized areas of deeper soil containing elevated concentrations of metals or
pyrolytic oil.
Description of Environmental Setting:
41
