a. Have the potential to degrade the quality of the environment, substantially reduce the habitat <br /> of a fish or wildlife species, cause a fish or wildlife population to drop below self-sustaining <br /> levels,threaten to eliminate a plant or animal community, reduce the number or restrict the <br /> range of a rare or endangered plant or animal, or eliminate important examples of the major <br /> periods of California history or prehistory. <br /> Less than significant impact. Potential environmental impacts of the proposed project <br /> have been evaluated in the Environmental Impact Analysis Sections 1 through 16 of this <br /> Initial Study. The project has been designed to avoid and/or minimize potential impacts to <br /> existing plant and animal communities as described previously in the project description <br /> section. Implementation of the proposed project will not trigger any mandatory findings of <br /> significance. <br /> b. Have impacts that are individually limited but cumulatively considerable.As used in the <br /> subsection, "cumulatively considerable". <br /> ["Cumulatively considerable"means that the incremental effects of an individual project are <br /> considerable when viewed in connection with the effects of past projects, the effects of other <br /> current projects, and the effects of probable future projects] <br /> Less than significant impact. This interim remedial activity will be followed by a <br /> remedial investigation/feasibility study and a final RAP. The cumulative affects of the <br /> combined projects are not expected to have a significant impact because project <br /> activities would be of similar nature as those described herein and would incorporate <br /> similar conservation and control measures. <br /> The proposed project will not have cumulative effects through inducing the alteration of <br /> the location, distribution, density or growth rate of the human population of the area either <br /> directly or indirectly. The proposed project will not have cumulative affects on existing <br /> housing, public services, public infrastructure, or create demands for additional housing. <br /> The proposed project is expected to have temporary minor impacts to air quality and <br /> biological resources. Short-term air quality impacts associated with generated dust and <br /> emissions from heavy equipment could result from project activities. The project will <br /> incorporate measures to control possible short-term air quality impacts and to remain <br /> under the threshold provided by the San Joaquin Valley Unified Air Pollution Control <br /> Index to avoid significant impacts.Additionally, the project site is physically isolated from <br /> the adjacent industrial properties, thus, reducing the cumulative affects of multiple <br /> activities and adjacent properties. The proposed project is incorporating features <br /> beneficial to air quality, such as restoration of vegetative cover and improved soil quality, <br /> into the project design. No source of air pollution will result from the completed project. <br /> The proposed project is not expected to have cumulative adverse impacts to local or <br /> regional air quality. <br /> Temporary minor impacts to biological resources may result from project activities. <br /> Conservation measures to alleviate temporary impacts are described in Section 4- <br /> Biological Resources. The temporary impacts are primarily associated with the <br /> movement of heavy equipment and include disruption of wildlife foraging activity within <br /> the work vicinity and potential disturbance during the breeding season. Positive long-term <br /> affects to biological resources from the proposed project include improved habitat value, <br /> restoration of native vegetation, and conservation of resources. The proposed project is <br /> expected to have beneficial cumulative impacts to biological resources. <br /> The project has been designed to avoid and/or minimize potential cumulative impacts as <br /> described previously in the project description section.The implementation of this project will <br /> result in an environmentally beneficial cumulative impact through the remediation of soils on <br /> 46 <br />
