sb <br /> Program. All onsite personnel are required to be 40-hour certified in accordance with 29 CFR <br /> 1910.120 (b)(4). <br /> If LFR and/or SUKUT discovers unexpected burn area hazards, [i.e., needles, etc.], the project <br /> Superintendent shall secure the area and immediately cease operation in that area and contact <br /> the CIWMB project engineer. Sukut will work closely with LFR to identiy and remove the <br /> materials from the site ASAP. No further work is to be performed in the area until the CIWMB <br /> clears the hazard. Site limitations and additional concerns include the following: <br /> -4- The Project Superintendent will have on-site an operable cellular and job telephone at <br /> all times during the remediation. <br /> -4- Parking and traffic control will be provided to ensure the safety of the workers and the <br /> general public during the course of this project. <br /> 5.3 Air Quality/Weather Station <br /> The primary factors affecting local air quality are the locations of air pollutant sources and the <br /> amounts of pollutants emitted, however meteorological and topographical conditions also are <br /> important. Atmospheric conditions such as wind speed, wind direction, and air temperature <br /> gradients interact with the physical features of the landscape to determine the movement and <br /> dispersal of air pollutants. Precipitation data show that the rainy season occurs primarily <br /> between November and April in the Tracy area. Very little rainfall is observed during the rest of <br /> the year. The annual average precipitation for the area is approximately 250 millimeters (10 <br /> inches). In the project area, the predominant wind direction is up canyon [from the north- <br /> northeast during the day [7am — 7pm] and down canyon [from the west-southwest] at night <br /> 17pm to 7am]. Average wind speeds ranged from zero to 16 miles per hour during this period. <br /> The best pollutant dispersion occurs in the summer with the higher velocity winds. The calmest <br /> winds, which lead to pollutant stagnation, occur during the fall months. <br /> A meteorological station will be utilized at the TTFR site. The unit provides sufficient data <br /> which includes: wind direction, wind speed, barometric pressure, relative humidity, and rainfall <br /> at various intervals. An appropriate location for the metrological station will be chosen. <br /> The following dust control measures shall be observed during project activities: <br /> All disturbed areas, including storage piles, which are not being actively utilized for <br /> construction purpose, shall be effectively stabilized of dust emissions using water, <br /> chemical stabilizer/suppressant, or vegetative ground cover. <br /> 41- All on-site unpaved roads and off-site unpaved access roads shall be effectively <br /> stabilized of dust emissions using water or chemical stabilizer/suppressant. <br /> Sb Environmental Services.LLC© October,1003 California Integrated Waste Management Board <br /> Site Specific Health and Safety Plan Page 34 o162 Tracy Tire Fire Remediation Proiect <br />
